Tax incentives lasting three decades
The operating agency of the Vietnam International Finance Center in Da Nang City (VIFC-DN) has just announced a series of preferential policies related to investment costs and the ability to attract international human resources at the forum on September 18.
Specifically, according to Resolution 222/2025/QH15 and Decree 324/2025/ND-CP, the income of enterprises from new investment projects arising at the International Financial Center (VIFC), belonging to priority industries and occupations, is subject to a corporate income tax rate of 10% for 30 years. Not stopping at the preferential tax rate, enterprises are also entitled to tax exemption for a maximum of 4 years and a 50% reduction in tax payable for a maximum of the next 9 years.
Directly related to human resources, according to Resolution 222, managers, experts, scientists and highly qualified people, including Vietnamese and foreigners working at the Center, who meet the prescribed conditions, are exempt from personal income tax on salaries and wages until the end of 2030.

According to the latest data released by the operating agency, the International Financial Center in Da Nang has 12 official members, 11 investors awarded Certificates of Interest, 12 other investors are completing registration dossiers and more than 90 domestic and foreign investors are exploring participation opportunities.
Regarding human resources, VIFC-DN has signed contracts with 3 experts who used to work at international financial centers, including those who used to hold positions as CEOs and directors of supervisory agencies. Da Nang also coordinates with the School of Management and Economics - Hong Kong Chinese University in Shenzhen to establish the Fintech and Sustainable Finance Institute from May 29, 2026, in order to prepare in-depth human resources for the Center.
Opening up human resources, standardizing the international environment
The policy package is not only focused on taxes. Important investors, experts, managers and qualified workers can be granted UĐ1 visas or temporary residence cards with a term of no more than 10 years. Wives, husbands and children under 18 years old accompanying them can be granted UĐ2 visas or temporary residence cards with a corresponding term.
English is officially used in transactions and activities of the Center. VIFC members are also entitled to choose to apply international accounting standards IAS/IFRS or some other accepted accounting standard systems according to Resolution 222.

The above mechanisms form a competitive "package" including taxes, human resources, residence and operating standards. However, at the forum, Standing Vice Chairman of Da Nang City People's Committee Ho Ky Minh noted that the competitiveness of a financial center is not only in incentives, but also depends on trust in the legal framework, transparency and quality of governance; he compared the legal framework to the "invisible infrastructure" of an international financial center.
General Director of the UK Certified Accountants Association (ACCA) Helen Brand also said that sustainable development commitment and the ESG program are increasingly factors of interest to international investors.
Meanwhile, Mr. Kevin Bruce Iwanaga - Senior Advisor on VIFC-DN strategy - said that Da Nang needs a transparent legal environment, strong digital infrastructure and the ability to bring initiatives from testing to commercial scale.
