E-commerce law needs to be decoded promptly for businesses

The Law on E-commerce passed sets out an urgent requirement for timely guidance documents, helping businesses understand correctly and make standards.

The law needs to be accompanied by timely guidance documents

In order to support the business community to promptly grasp the legal regulations in the E-commerce Law, on January 17, the Industry and Trade Publishing House organized the launch ceremony of the book "Learning about E-commerce Law".

Sharing at the ceremony, Ms. Tran Thi Thu Hang - Deputy Director of Cong Thuong Publishing House emphasized: "The Law on E-commerce passed by the National Assembly on December 10, 2025 is of great significance. This is not only a new step forward in the legal system on economy and trade but also a key legal foundation for managing, regulating, and promoting strong development of e-commerce, protecting the legitimate rights and interests of the state, businesses and consumers".

Representatives of the Industry and Trade Publishing House said that the birth of the book immediately after the Law on E-commerce was promulgated clearly shows its timeliness, topicality and high practicality. The publication of the book in the early stages of implementing the Law has contributed to bringing the law quickly into life, limiting legal gaps and reducing policy delays.

Starting from the reality of state management, Dr. Le Hoang Oanh - Director of the Department of E-commerce and Digital Economy (Ministry of Industry and Trade), editor-in-chief of the book, said that each year the National Assembly promulgates many new laws, but many businesses are confused in the application process.

Meanwhile, not every law comes with timely guidance documents. From this reality, the compilation team considers this as a driving force to build a book, contributing to supporting businesses to access and implement the E-commerce Law quickly and effectively.

Along with that, Dr. Le Hoang Oanh hopes that the process of building the e-commerce Law will be constructive and developed.

As one of the platforms mainly affected by the E-commerce Law, Mr. Nguyen Lam Thanh - General Director of TikTok said: "E-commerce in Vietnam is making extremely strong development steps. However, along with that development are legal challenges that businesses, especially new platforms such as TikTok Shop, always need clear guidance and guidance from management agencies.

For us, platform operators, the book is not only a valuable reference document but also a "guide" to help us better understand the provisions of law, thereby implementing them most accurately, ensuring the rights of both sellers and buyers on our platform" - Mr. Thanh expressed.

Improving information transparency

Answering the concerns of businesses, business households, and sellers in the seminar "Understand correctly - Do well", Mr. Hoang Ninh - Deputy Director of the Department of E-commerce and Digital Economy said: "The Law on E-commerce will not generate new administrative procedures or excessive responsibilities for suppliers and business entities.

According to Mr. Ninh, the law will not create traditional responsibilities, but only enhance information transparency responsibilities. That is clarity about origin, service, clarity about prices, clarity about warranty conditions, business conditions, clarity about seller information.

Clarity is not a burden but a convenience for small and medium-sized enterprises, when e-commerce is no longer developing "hotly" but towards sustainable development. This helps small retailers have a more professional business strategy, existing in the market longer instead of doing business in a "snatching" style as before" - Mr. Ninh analyzed.
