Hon Gac Island, about 28 hectares wide, in Cao Xanh Ward, Ha Long City, was previously assigned to INDEVCO Group Joint Stock Company for a tourism project. However, this unit "abandoned" this beautiful island for a decade.
In 2010, the People's Committee of Quang Ninh province even issued an official dispatch requesting this enterprise to accelerate the project implementation progress according to the schedule stated in the investment project, report and explain the project implementation progress; at the same time, commit to the project completion time, submit to the People's Committee of Quang Ninh province for consideration and decision to extend the project implementation time according to regulations. In case INDEVCO Group Joint Stock Company does not continue to implement the project, it is required to have a written report for the People's Committee of Quang Ninh province to consider land recovery.
By 2023, about 13 years after the above "ultimatum" from the People's Committee of Quang Ninh province, the local government had another announcement: Through review, the People's Committee of Quang Ninh province discovered 19 projects that were allocated land but not implemented, violating the Land Law.
In Ha Long, there are 6 projects including Hon Gac Island Tourist Area.
According to the 1/2,000 scale planning for Sub-area 2 in the wards: Cao Thang, Cao Xanh, Yet Kieu, Ha Khanh, Tran Hung Dao, Ha Lam, Ha Long City, sub-area 2A (Western urban area adjacent to Cua Luc Bay) has an area of about 909.75 hectares, including Hon Gac Island.
This place is planned to form a modern, ecological urban space associated with Cua Luc Bay; renovate and embellish existing residential areas interspersed with new urban areas, develop and complete public service works, healthcare, education, sports, green spaces, water surfaces, etc.
Regarding the organization of landscape architecture space: Exploit the entire coastal landscape, expand the coastal route to serve the needs of foreign traffic and synchronize with the Tran Quoc Nghien coastal route, the Ha Long - Cam Pha coastal route to become a tourist route serving the people and tourists visiting Ha Long City; the area close to the seashore will arrange green parks, flower gardens, public works to serve tourists and the community. The area adjacent to the coastal road belongs to projects that have been and are being formed, will study the arrangement of commercial service works to create architectural landscape highlights for the urban area adjacent to Cua Luc Bay.
