The role of the tax sector goes beyond simply being a budget collection agency, and has made important contributions to creating a transparent, healthy, and equal business environment, contributing to macroeconomic stability.

In the context of the global economy undergoing strong fluctuations, ensuring sustainable budget revenue is a key task for each country. Budget revenue is not only the main resource for the State to perform its functions and tasks, but also the foundation for economic development.

Sharing at the Workshop "Tax and a healthy financial system for sustainable development", Mr. Mai Son - Deputy General Director of the General Department of Taxation - Ministry of Finance - said that to ensure the goal of sustainable development in the period of 2021-2025, the Ministry of Finance has directed the Tax authority to closely monitor the health of enterprises, economic developments in the world and in the country. At the same time, assess the impact on each revenue, tax, and locality, promptly identify risks, promptly advise the Government and the National Assembly to promulgate and synchronously implement expansionary fiscal policy packages from the beginning of 2021.

In the period of 2021-2024, the financial sector has exempted, reduced, and extended taxes for nearly 3.7 million taxpayers with 8 types of taxes and 36 types of fees including: Environmental protection tax, Value added tax, Corporate income tax, Special consumption tax, Personal income tax, land rent, registration fee, fees - charges with the total amount of taxes, fees, charges, and land rent exempted, reduced, and extended of nearly 730 trillion VND.

“After 4 years of implementing policies on tax and fee exemption, reduction and extension, the financial burden on people and businesses has been reduced during a challenging period, activating the internal production and business capacity of people and businesses, creating momentum for recovery and promoting economic growth, positively impacting the State budget revenue, contributing to ensuring the "dual goal" of both well implementing the State's fiscal support policies for businesses and people, and contributing to ensuring the budget revenue plan target in the period of 2021-2025", said Mr. Mai Son - Deputy General Director of the General Department of Taxation - Ministry of Finance.

The Deputy Director General of the General Department of Taxation - Ministry of Finance emphasized that, following the synchronous, unified and effective solutions of recent years, 2025 is the last year to implement the medium-term financial and budget plan for 2021-2025. In order to strive to complete the set goals, the tax sector continues to advise the Government and the National Assembly on solutions to proactively, reasonably, flexibly and effectively manage the expansionary fiscal policy with monetary policy and other macroeconomic policies. Thereby contributing to promoting economic growth to ensure the State budget revenue estimate approved by the National Assembly, stabilizing the macro economy, controlling inflation, and ensuring major balances of the economy.

At the same time, the tax sector, under the direction of the Ministry of Finance, continues to focus on supporting businesses and taxpayers, closely following the business situation to clearly understand the current "health" of businesses, promptly advising and proposing support solutions, becoming a companion to taxpayers. Thereby, promoting economic growth, creating sustainable revenue for the State budget, and comprehensively completing the goals set by the financial sector.

Also at the Workshop, Mr. Hoang Quang Phong - Vice President of Vietnam Federation of Commerce and Industry VCCI, with the work that the tax sector has done, is doing, and will do to aim at development and ensure the management tasks as well as support for businesses and taxpayers.

In particular, the tax sector has helped businesses through development, support, and facilitation of the domestic and foreign business environment.

However, Mr. Hoang Quang Phong also emphasized that there are still certain difficulties and challenges for the business community. Enterprises must respond to unpredictable fluctuations in the world market and overcome complex limitations and shortcomings that have lasted for many years. Therefore, efforts from professional agencies, local authorities as well as businesses are needed.

Removing difficulties and creating favorable conditions for taxpayers and businesses

Sharing at the Workshop "Tax and healthy finance for sustainable development", Mr. Mac Quoc Anh - Vice Chairman and General Secretary of the Hanoi Association of Small and Medium Enterprises made recommendations and proposals to further improve the operations of the tax sector, support the business community and taxpayers such as promoting the application of information technology and digital transformation in the tax sector such as perfecting the electronic tax management system; expanding tax services via mobile phones, extending the policy of reducing 2% Value Added Tax for essential goods until the end of 2025. Strengthening support for businesses and taxpayers such as establishing online and local technical support centers, especially in rural and remote areas; free legal advice...

In particular, propose a mechanism to quickly handle tax complaints and disputes by enhancing online complaint handling; Establish independent expert councils to review and re-examine when there are disputes over tax obligations, ensuring objectivity and transparency.

"We can confidently hold our heads high in the upcoming integration journey and especially boldly create conditions for businesses to improve national competitiveness" - Mr. Hoang Quang Phong - Vice President of the Vietnam Federation of Commerce and Industry VCCI assessed and added that, in addition to the efforts of State management agencies, it is necessary to acknowledge the important role and contribution of the business sector in recent years, when the number of newly established and returning businesses as of November 2024 was 218,500, an increase of 7.4% over the same period in 2023. This is a positive signal, contributing to the State budget and the business sector continues to increase.

“These recommendations aim not only to resolve current difficulties but also to build a more transparent, modern and taxpayer-friendly tax environment, thereby promoting the sustainable development of businesses and the economy,” emphasized Mr. Mac Quoc Anh, Vice Chairman and General Secretary of the Hanoi Association of Small and Medium Enterprises.

The workshop “Tax and a healthy financial system for sustainable development” was chaired by the Ministry of Finance, coordinated by the General Department of Taxation and Lao Dong Newspaper as the direct organizer with the goal of creating a forum for dialogue and exchange between state agencies and experts, businesses, and the media, together aiming to perfect the tax policy system, contributing to promoting sustainable economic growth.
