
At the 17th Vietnam Economic Scenario Forum with the theme "Breakthrough solutions to achieve high growth and sustainable development in the new era" held today (January 7), Deputy Prime Minister Ho Duc Phoc assessed that 2024 has ended with impressive results.
Vietnam has completed 15/15 socio-economic targets, with a GDP growth rate of 7.09%, an economic scale of 476.3 billion USD, ranking 33rd in the world. The CPI index reached 3.63%, lower than the 4% level set by the National Assembly. Notably, Vietnam's import-export turnover in 2024 will reach about 800 billion USD, with a trade surplus of up to 24 billion USD, breaking all previous records" - the Deputy Prime Minister emphasized.
“With relentless efforts, Vietnam is moving towards an era of strong and sustainable development,” the Deputy Prime Minister expressed.
Further analyzing the breakthroughs that create momentum for economic development, the Deputy Prime Minister emphasized that among Vietnam's three strategic breakthroughs, the breakthrough in human resources has been concretized through Resolution 57 of 2024 of the Politburo.
Along with that is the breakthrough in science and technology, a field closely linked to the ability to master technology.
In addition, the Deputy Prime Minister said that Vietnam is transforming itself into a green and digital economy. Even in the industrial sector, the operation of high-tech machinery and equipment requires connection and management through artificial intelligence and information technology. Therefore, this is an important foundation to promote rapid economic development and improve labor productivity in Vietnam.

At the forum, Associate Professor Dr. Le Quang Huy - Chairman of the Committee for Science, Technology and Environment - stated that Vietnam identifies science and technology (S&T) as an important driving force to develop modern production resources, innovate growth models, improve productivity, quality and competitiveness of the economy. At the same time, science and technology are also the foundation to promote the development of the newest industries and fields such as digital economy, digital society, etc.
In fact, laws in the field of science and technology are related to all aspects of governance, management, social life, etc. Therefore, it is necessary to review, recommend, amend and supplement to synchronize related regulations, not only related to science and technology laws, digital transformation but also laws on investment, public investment, public procurement, finance, budget, human resources, etc.
"In addition, eliminating all ideas and concepts that are barriers and hindrances to development is an extremely important task for policy makers. Therefore, it is necessary to correctly and fully identify bottlenecks and barriers in perception, respect the specificity of scientific and technological research activities, especially basic research towards autonomy in core technology, digital technology...
Decoding and clarifying the institutional content, turning institutions into competitive advantages is also extremely important. The first step is not only to focus on numbers and the level of preferential regulations, but more importantly, the requirement for stable legal policies to create trust and favorable conditions for people and businesses..." - Associate Professor, Dr. Le Quang Huy said.
According to Associate Professor Dr. Bui The Duy - Deputy Minister of Science and Technology - the Government needs to accompany businesses in 3 aspects including: Removing barriers, difficulties, and complicated administrative procedures; there should be incentives and policy support on finance, taxes, real estate, etc.
