According to information from Hai Phong City Police, on September 8, 2025, the Economic Police Department - City Police discovered 2 cars, arrested Le Ba Doanh (born in 1977, residing in An Bien ward) and Trinh Ha Viet (born in 1991, residing in Ha Nam commune, Hai Phong city) who were transporting and trading 1,274.5 kg of slaughtered pork, with a foul odor, without origin, positive for African swine fever virus from the epidemic area to companies and establishments processing pork products in the area.
Test results determined that pork samples taken from Le Ba Doanh, Trinh Ha Viet's cars and pork samples in cold storages of Ha Long Canned Food Joint Stock Company were positive for African swine fever virus. Through an emergency search of the headquarters and warehouses of Ha Long Canned Food Joint Stock Company, the City Police proceeded to seal 4 warehouses containing about 130 tons of frozen pork. The City Police Investigation Agency also issued a Decision to prosecute the case of "Violating food safety regulations". At the same time, prosecute 9 defendants for the act of providing and trading food originating from dead pigs and weak pigs due to African swine fever according to Clause 4, Article 317 of the Penal Code.
Functional agencies of Hai Phong City determined that more than 120 tons of pork infected with African cholera had been gathered in the warehouse of Ha Long Canned Food Joint Stock Company, including many boxes of finished meat that had been processed.
On the afternoon of January 9th, in an exchange with Lao Dong Newspaper, a representative of Hai Phong Urban Environment One Member Limited Liability Company said that the inter-sectoral agency had destroyed the amount of pork contaminated with cholera related to the above incident. The destruction was carried out in the Dinh Vu area, Hai Phong about 1 month ago. Accordingly, the number of pate boxes destroyed amounted to thousands of boxes. Hai Phong Urban Environment Company dug 2 pits, each pit 4x50 m wide and 2 m deep for the inter-sectoral force to destroy.
The traditional pate market is affected

After thousands of pate products were destroyed due to being made from meat containing cholera of Ha Long Canned Food Joint Stock Company, the traditional pate market was also affected.
PV's record in the Cot Den market area, the section from the beginning of Chua Hang street (from the intersection of To Hieu to the intersection of Du Hang street) has dozens of establishments producing and trading pate and Cot Den spicy bread. For the past two days, small traders have said that consumption has decreased significantly because people misunderstood that the "Hai Phong Cot Den pate" product of Ha Long Canned Food is traditional pate of people in the Cot Den market area, Chua Hang street.
Ms. P.L - owner of a Cot Den pate selling facility on Chua Hang street - shared that Ha Long Canned Food Joint Stock Company has a canned food product named "Pate Cot Den Hai Phong", which coincides with the traditional pate name that people in the neighborhood produce manually. However, the ingredients and processes are not the same. Canned products of businesses have a lifespan of 3 years, while Cot Den traditional pate of production households does not have preservatives, so it only has a lifespan of 3-7 days. "Many consumers only hear the name and turn their backs on traditional Cot Den pate products. Therefore, small traders want functional agencies to clarify the case and ensure consumer rights" - Ms. P.L said.
On the consumer side, Mr. Dong Quoc Tuan (An Bien ward) said: After the incident at Ha Long Canned Food, consumers are very confused and worried about canned and pre-processed products. Although they know it is not related, during this time, the family temporarily does not eat canned meat or pate.
Also according to PV's records, many large supermarkets such as AEON, GO!, COOPMART... in Hai Phong no longer have products of Ha Long Canned Food Joint Stock Company (Halong Canfoco) on the shelves.
A owner of a Thien Loi street grocery store said that they have temporarily stopped selling Halong Canfoco products. “We ourselves are also very upset about this incident. Therefore, all sausage and pate products of the Lightpost have been stopped from selling to ensure the store's reputation,” Ms. D - the store owner - said.
