After VCCI officially announced the PCI provincial competitiveness index in 2024, many people in Bac Lieu were wondering when they saw that their province was not on the list of announcements.
On May 9, VCCI Can Tho explained that from PCI 2023, VCCI will not announce the scores and rankings of provinces and cities outside the group of 30 leading provinces and cities. Therefore, in the PCI results for 2024 announced, Bac Lieu province is not among the 30 provinces ranked.
However, the ingredient indexes are still publicly announced. Taking a scale of 10, the component indicators of Bac Lieu province are specifically as follows (compared to 2023): Market entry 5.55/7.82; land access 5.97/6.66; transparency 5.64/6.35, time cost 7.82/7.22, informal cost 6.08/6.69, equal competition 6.50/5.11, dynamism 5.96/6.37, policy to support businesses 5.82/5.00, labor training 4.80/4.90, legal institutions 7.72/6.91.
Looking at the component index shows that there are many decreasing indicators, which reflects quite correctly the reality in Bac Lieu province.
Regarding the labor training index, Bac Lieu province has been below the average for many consecutive years. However, according to the report of the Department of Labor, War Invalids and Social Affairs (before the merger), over 20,000 workers were trained annually. Meanwhile, many businesses operating in the tourism sector said that they find it difficult to recruit highly skilled workers.
In the Land Acess Index, businesses also said that it is very difficult for the whole province to have more than 200 streets without street names, without land price lists for a long time, making it impossible for businesses to transfer land use rights...
On May 31, 2023, Bac Lieu province opened an expanded conference to improve the PCI index because at that time it ranked 61/63 provinces and cities. At this conference, the province is determined to improve the PCI index to the Top 20 by 2025.
