According to the approved decision, VinMetal Ha Tinh Steel Production Plant is deployed on an area of about 459.68 hectares, belonging to land plots CN5-1, CN5-4 to CN5-9, CC5-1 and CC5-2 in the central industrial park of plots CN4, CN5, Vung Ang Economic Zone (located in Vinhomes Vung Ang Industrial Park).
The land plot is bordered to the North by planned road N.01, bordered to the South by planned road N.05, bordered to the East by Nguyen Chi Thanh road and bordered to the West by planned road with a road boundary of 60 m.
The approval of the plan aims to create a basis for organizing architectural space, investing in synchronous construction of technical infrastructure systems, serving the deployment of VinMetal Ha Tinh Steel Production Plant in accordance with the law. The plan is also the basis for managing construction, issuing construction permits and implementing project items in the coming time.
According to the plan, VinMetal Ha Tinh Steel Production Plant is oriented to become a modern steel production complex with full functional sub-areas such as: raw material area, coking, iron smelting, steel smelting, steel rolling, hot rolling, thermal power, lime - cement production, finished product warehouse, slag treatment area, technical infrastructure system and operating office area.
When put into operation, the project is expected to create jobs for about 5,320 workers.
The land use structure is planned with more than 2.63 million m2 for industrial production and warehouse works (accounting for 57.26%), about 1.31 million m2 of green land, landscape water surface (28.6%), along with technical infrastructure areas, internal traffic, parking lots and operating office areas, ensuring to meet the requirements of production, environment and sustainable development.
The planning project also synchronously identifies technical infrastructure items such as internal traffic, ground leveling, rainwater drainage, water supply, wastewater drainage, electricity supply, telecommunications and fire prevention and fighting systems.
In which, the project's water supply demand is about 17,550 m3/day and night, the circulating water volume for production is about 106,350 m3/day and night, and the total wastewater flow is about 8,300 m3/day and night.
Production and domestic wastewater must be preliminarily treated before being connected to the centralized wastewater treatment system of Vinhomes Vung Ang Industrial Park according to the approved plan.
The VinMetal Ha Tinh Steel Production Plant project was granted an Investment Registration Certificate on February 27, 2026, invested by VinMetal Production and Trading Joint Stock Company. The project has a total investment capital of 79,986.5 billion VND.
