According to a report by the Department of Agriculture and Environment of Quang Ninh city, the sea area for aquaculture has been integrated into the Quang Ninh Provincial Plan for the period 2021-2030, with a vision to 2050 of 45,146ha.
In the process of adjusting the planning, the Department of Agriculture and Environment coordinated with the Department of Finance and localities to propose updating, adjusting, and supplementing 94,456.85ha, raising the total planned sea farming area of the whole city to 139,602.85ha.
The additional area proposed is in Mong Cai 1, Mong Cai 2, Mong Cai 3, Vinh Thuc, Quang Ha, Cai Chien, Duong Hoa, Dong Ngu, Hai Lang, Cam Pha and Van Don.
Accumulated to August 31, 2026, the locality has assigned sea areas for aquaculture to 57 organizations with an area of 4,692.19ha and 807 individuals with an area of 517.66ha.
132 dossiers requesting approval of investment policy for marine aquaculture projects have been submitted at the City Public Administration Center.
The process of implementing sea handover procedures has led to some difficulties. The preparation of dossiers by some organizations and individuals without consulting the opinions of commune-level authorities has led to cases where projects are not close to the planning and arrangement plans of the locality or overlap the boundaries with projects of other organizations.
These obstacles cause difficulties for project appraisal and sea area allocation.
According to the Department's report, the implementation of procedures for requesting investment policy approval according to the 2025 Investment Law, effective from March 1, 2026, for aquaculture projects with requests to allocate working sea areas is prolonging the implementation time.
According to Mr. Nguyen Nhu Hanh, Deputy Director of Quang Ninh City Department of Agriculture and Environment, to gradually remove difficulties, the Department has worked directly with the supervisory delegations of the National Assembly and ministries and sectors, proposing to amend some provisions of the Investment Law. The goal is to ensure uniformity in regulations, remove legal obstacles, and avoid slowing down project progress.
The Department has also advised the City People's Committee to direct coastal localities to comprehensively review the current status and needs of using the sea area for aquaculture. Each case must clearly identify the location, coordinates, area, boundaries, farming objects, scale, form of production organization and legal status.
Along with reviewing, localities promote post-inspection, thoroughly handle cases of using sea areas against regulations; request to stop violations, relocate and dismantle works, cages, and equipment. The handling aims to avoid arising obstacles when carrying out procedures for allocating sea areas after the project is approved for investment policy.
For small-scale, scattered farming areas within 3 nautical miles, localities reorganize production associated with career change and livelihood change; encourage the establishment and consolidation of cooperatives, cooperative groups and linkages with businesses to gradually shift to organized, efficient and sustainable production.
