On September 23, information from the Office of the People's Committee of Quang Tri province said that the Provincial People's Committee has just issued a decision approving the investment policy for the Phuc Loc Tho Wind Power Plant Project. The form of investor selection is bidding according to the provisions of law.
The project is implemented in the near-shore sea area, within 6 nautical miles of Bac Gianh ward, Dong Trach commune and Hoan Lao commune, Quang Tri province.
The survey and research area of the project is about 14,568ha, seabed depth from 17-22m. The plant has a designed capacity of 200MW, electricity output of about 515.86GWh/year.
According to the decision, the project is expected to build 32 wind turbines, each turbine with a capacity of about 6.25MW. The location of the turbines is arranged at least 1,000m from the lowest sea level.
The main items also include a 35/500kV substation; 500kV connection line, single circuit 4xACSR330 with a length of 27.5km; communication and SCADA system; 35kV internal medium voltage system and internal traffic road system.
The plan to connect to the power system is expected to include a system of power lines from turbines to substations and a 500kV power line from Phuc Loc Tho Wind Power Plant connected to the 500kV main line of Quang Trach Thermal Power Plant. The specific plan will be determined in the feasibility study report.
The expected land and water surface area of the project is about 69ha. Of which, the land use area for a definite term is about 10ha, temporary land is about 4ha and the water surface area is about 55ha.
The total investment capital of the project is approximately 8,507 billion VND, with an operating term of 50 years. The investor selection must be completed within 6 months from the date of the investment policy approval decision; completion of land allocation, land lease and sea area allocation procedures within 6 months from the date of completion of investor selection.
The project must be completed and put into operation within 18 months from the date of the land allocation, land lease and sea area allocation decision; ensuring commercial operation no later than 2029.
Quang Tri Provincial People's Committee assigned the Department of Industry and Trade to take the lead in organizing the selection of investors to implement the project according to regulations, ensuring progress. The investment policy approval decision takes effect from the date of signing.
