On July 31, the Department of Minerals and Climate Change, Department of Agriculture and Environment of Quang Tri province announced that it had just organized the first auction of mineral exploitation rights in the province in 2025.
The auction was attended and supervised by representatives of the Provincial Police, the Department of Justice, related units and functional forces to ensure security and order for the event.
According to the results of the synthesis, there are 8 mineral mines put up for auction, of which 7 mines have exploration results and 1 mine has not yet exploration results. The total starting price of the mines is more than 44.5 billion VND, while the total winning price is more than 515 billion VND, a difference of nearly 470 billion VND.
Notably, the limestone quarry in Le Ninh commune (Quang Tri province) was successfully auctioned with a winning price of more than 491.6 billion VND, 17 times the starting price.
According to the Department of Minerals and Climate Change, the limestone mine in Le Ninh commune is a mine that has not had exploration results, so the exploitation right fee is calculated according to the percentage of the price for calculating resource tax at the starting price (3%) equivalent to 28.5 billion VND.
The Department of Minerals and Climate Change informed that the auction of limestone mines in Le Ninh commune at a price 17 times higher than the starting price is not unusual. Despite the sharp increase in the winning bid, the mineral exploitation right fee at 51.75% is only nearly 50,000 VND/m3 of stone, along with Natural Resources taxes and environmental protection fees if the unit uses modern advanced machinery and equipment technology to exploit and save maximum production costs, then there will still be profits.
In the surveyed mine group, the land mine for filling materials in Dong Hoa (Quang Son commune, Quang Trach) has the highest difference, from 511 million VND to 3.475 billion VND, an increase of nearly 7 times.
