The Minister of Industry and Trade issued Circular No. 37/2025/TT-BCT, guiding the functions, tasks and powers of specialized agencies on industry and trade under the People's Committees of provinces and centrally run cities and the People's Committees of communes, wards and special zones under provinces and centrally run cities.
From July 1, 2025, the Department of Industry and Trade will perform its tasks and powers according to the provisions of Article 4 of Decree 150/2025/ND-CP and Clause 1, Article 3 of Circular 37/2025/TT-BCT, including:

Regarding energy: electricity, coal, oil and gas, new energy, renewable energy and other forms of energy.
Regarding chemicals and industrial explosives.
Regarding heavy industry, light industry; food safety in the industry.
Regarding industrial clusters, industrial clusters, and handicrafts.
Regarding industrial technical safety; environmental protection in the field of Industry and Trade.
Carry out the task of managing investment and construction of works in the industrial sector according to the provisions of the law on construction.
Regarding domestic trade and market; market management.
Regarding the export and import of goods; logistics services.
Regarding trade defense.
On e-commerce and digital economy.
Regarding competition management and consumer rights protection; multi-level business operations.
Perform the function of state management of prices in the field and scope of management.
Regarding trade promotion.
Regarding international economic integration; developing foreign markets; regional and bilateral cooperation.
Management of commercial presence and business investment activities of foreign service providers and foreign investors in Vietnam in the industrial and commercial sectors.
Issuing, reissuing, amending, supplementing, adjusting, revoking, and extending licenses, certificates, confirmations, and other forms of documents according to the provisions of law in the fields of industry and trade.
Implement quality management of industrial works under state management.
Circular 37/2025/TT-BCT takes effect from July 1, 2025.
