Resolutely take action against smuggling and trade fraud
Implementing Official Dispatch 65/CD-TTg (May 15, 2025) and Directive 13/CT-TTg (May 17, 2025), the Government has directed functional agencies, including customs forces, to actively implement strong measures to prevent smuggling, trade fraud and the production and trading of counterfeit goods. The authorities have closely coordinated and mobilized all resources to attack smuggling rings and destroy violations related to counterfeit goods and goods of unknown origin.
Thanks to the strong participation of the entire political system, from the central to local levels, many serious violations have been discovered and destroyed. Cases of production and trading of counterfeit goods such as fake medicine, fake functional foods, fake milk, fake cosmetics, etc. were promptly detected and handled by the authorities, contributing to protecting the legitimate rights of consumers.
Strengthening the protection of the rights of people and businesses
Resolution 397/NQ-CP was issued with the aim of resolutely preventing and repelling smuggling, trade fraud, counterfeit goods and violations of intellectual property rights, aiming to end these acts by 2030. The Government is committed to implementing the strategy of "no dumping campaign" against smuggling, trade fraud and counterfeit goods production. In addition, the Resolution also aims to protect the security, health safety of the people and create favorable conditions for businesses to operate in a transparent and fair business environment.
The Resolution also requires agencies and units participating in the campaign to apply modern technology, including inspection and supervision systems for goods and digital transformation applications to monitor, inspect and handle violations. This not only makes control work more effective but also helps reduce fraud and smuggling through sophisticated methods.
The Customs Department also emphasized the importance of perfecting legal institutions, as well as improving the capacity of the apparatus and organization to effectively carry out the work of combating smuggling, trade fraud and counterfeit goods. The goal is to create a strong system, with a clear mechanism and ensure effective inter-sectoral coordination between state agencies, businesses and people.
In addition, the Resolution also focuses on mobilizing the participation of the community, especially people and businesses in the fight against smuggling. State agencies will organize communication campaigns, creating a strong change in public awareness, helping people better understand the harmful effects of smuggling and the production and consumption of counterfeit goods.
One of the notable points in Resolution 397/NQ-CP is the commitment to strictly handle cases of cadres, civil servants, and public employees who cover up or assist in smuggling and trade fraud activities. In particular, these officials will be disciplined and criminally prosecuted if they commit violations.
The authorities also pledged to thoroughly handle organizations and individuals who produce and consume counterfeit goods, poor quality goods, goods of unknown origin and infringe intellectual property rights, while protecting the legitimate rights of people and businesses. The Resolution sets a goal of ensuring that 100% of relevant authorities and units are fully equipped with advanced equipment, means and technology applications in market monitoring and inspection.
