Increase localization rate, add growth momentum

Industrial production in 8 months increased by 11.9%, registered FDI capital exceeded 40 billion USD, creating more momentum for growth. However, in the context of many challenges still existing, the last months of the year require resources to be allocated more effectively, focusing on production, technology and areas with great spillover effects.

Prioritize capital for production and business, control speculative activities

In the first 8 months of the year, the economy achieved many positive indicators, in which the index of industrial production (IIP) in the first 8 months of 2026 increased by 11.9% compared to the same period last year. Dr. Huynh Thanh Dien - economic expert, lecturer at Nguyen Tat Thanh University - said that the growth momentum of industrial production needs to be viewed in relation to public investment, import and export activities and foreign investment capital flows.

Public investment is promoted, creating motivation for domestic enterprises to increase production. When infrastructure projects such as roads and airports are implemented, the demand spreads to many industries such as mechanics, automation, iron and steel, cement, logistics, and transportation. Thereby, businesses must increase production to supply goods, raw materials and services for projects.

The sharp increase in imports partly reflects the increasing demand for raw materials, machinery and inputs for production. The flow of imported goods is thereby converted into production capacity, serving both the FDI sector and domestic enterprises participating in supplying for key projects.

Although the world economy still has many fluctuations, total registered FDI capital into Vietnam as of August 31, 2026 still reached 40.63 billion USD, an increase of 55.4% compared to the same period last year. FDI capital implemented in 8 months of 2026 is estimated at 17.25 billion USD, an increase of 12% compared to the same period last year. These figures show that investors' confidence in being maintained, believing that Vietnam is a suitable destination.

In the last 4 months of the year, Dr. Huynh Thanh Dien said that it is necessary to continue to promote support for businesses to transform into green and digital. This is very urgent, because if there is no transformation, businesses will find it difficult to have orders and difficult to do business.

Second, continue to improve the business environment in a substantive way. Joining is easy, but withdrawing must also be easy. Businesses that have stopped operating must quickly resolve procedures, clean up tax codes and databases.

Third, accelerate the infrastructure projects that have been implemented, complete them and put them into operation to promote efficiency.

Fourth, it is necessary to tightly manage cash flow, prioritize capital for production and business, and at the same time control speculation activities in gold, securities, and real estate. Speculation must be clearly distinguished from investment.

In addition, it is necessary to promote the social housing program, increase connectivity between the FDI sector and domestic enterprises, and at the same time stimulate investment and consumption in the last months of the year when demand usually increases. Infrastructure investment also needs to avoid spreading out, focusing on projects that can create rapid spillover effects.

Increasing added value and localization rate of high-tech industries

The economy entered the last months of the year with a positive growth foundation, especially thanks to the strong breakthrough of the industrial sector when it surpassed the double-digit growth threshold, the equal recovery of the service sector and the trend of expanding investment in all three economic sectors.

According to MSc Tran Thi Thu - Statistics Department, Ministry of Finance, the Government has approved the medium-term public investment plan for the period 2026-2030 with a total scale of about 8.22 million billion VND. The implementation of key infrastructure projects not only creates direct demand for the construction, materials and logistics industries but also plays a "bait capital" role in attracting private investment, improving national competitiveness and creating long-term growth room.

From July 1, 2026, the 2025 Digital Transformation Law and the 2025 High-Tech Law officially take effect, along with the approved Digital Economy and Digital Society Development Program for the period 2026-2030, which will create a platform to promote investment in artificial intelligence, data centers, cloud computing and semiconductors. These are areas expected to become the core growth driver in the coming period.

However, MSc Tran Thi Thu also noted that the challenges in the last months of the year are still large when the added value and localization rate of some high-tech industries are still low; domestic enterprises participating in the global supply chain are still limited; the progress of some public investment projects needs to be accelerated to create a stronger spillover effect.

To achieve the growth target of 10% or more in 2026 and the 2026-2030 period, the focus is not only on expanding investment or increasing production scale but also on improving the efficiency of resource use. Continuing to improve the investment and business environment, developing the private economy, accelerating public investment disbursement and promoting science, technology, innovation, and digital transformation will be key drivers to transform potential into substantial growth" - MSc Tran Thi Thu emphasized.
