Accelerating transformation thanks to new driving force
According to the Ministry of Finance, the total number of newly established enterprises in the first 7 months of this year reached 107,700 enterprises, an increase of 10.6% over the same period. The number of enterprises returning to operation reached more than 66,300, in July alone nearly 15,000 enterprises, an increase of more than 78%.
The business household area recorded a strong increase. By the end of July 2025, nearly 536,200 newly established business households, an increase of 165% over the same period; in July alone, there were 61,460 new households with a total registered capital of VND 12,400 billion. In the field of electronic invoices, nearly 56,700 business households registered to use electronic invoices from cash registers, reaching more than 150% of the annual plan.
Regarding model conversion, it is estimated that in the first 8 months of this year, about 2,250 business households nationwide have converted to enterprises.
In addition, recent administrative procedure reforms such as Decision 2353/QD-BTC issued and effective on July 3, 2025 on business household registration have contributed to creating more favorable conditions, creating a foundation for the conversion process.
The Ministry of Finance is also drafting a Decree guiding the implementation of the Law on Corporate Income Tax, proposing to exempt corporate income tax for 2 consecutive years for newly established enterprises from households or individuals doing business, applicable to enterprises with annual revenue of no more than 50 billion VND. The tax exemption period is calculated from the first year of taxable income; if no income is generated in the first 3 years, it will be calculated from the fourth year. The preferential tax rate of 15% applies to revenue not exceeding VND 3 billion, 17% for revenue exceeding VND 3 billion to VND 50 billion.
Enterprises entitled to incentives must meet the following conditions: Households or individuals with a minimum operating period of 12 months before being granted a Certificate of initial registration and not subject to "re-establishment".
Breakthrough policies are needed to encourage business households
Mr. Dau Anh Tuan - Deputy General Secretary, Head of the Legal Committee of the Vietnam Federation of Commerce and Industry (VCCI) - said that Vietnam needs a truly breakthrough group of policies to encourage households and individuals to do business to convert into legitimate enterprises.
According to Mr. Tuan, when business households become businesses, they have the opportunity to access support policies, improve governance, and expand operations. If the number of small enterprises increases and operate properly, Vietnam will gradually form a small and large enterprise force, creating a foundation for sustainable economic growth, in line with the goals of Resolution 68 of the Politburo.
To promote more strongly, it is necessary to go hand in hand with procedure reform, tax incentives and support capital access. The Prime Minister at the first meeting of the Steering Committee for the implementation of Resolution 68-NQ/TW assigned the Ministry of Finance to develop a group of policies to support small and medium-sized enterprises and business households in taxes, tax procedures, infrastructure and resources.

Initial results show that this direction is feasible, but to achieve the target of 2 million enterprises by 2030, more synchronization and determination from policy to implementation is needed, helping the business household sector boldly enter the formal sector, contributing more to the economy.
Mr. Nguyen Quang Huy - CEO of the Faculty of Finance - Banking, Nguyen Trai University - said that to promote business households to convert to businesses, it is necessary to ensure stable and consistent policies, and at the same time have a synchronous support package from taxes, credit to management training.
