On the side of EVNNPT, there were Mr. Nguyen Ngoc Tan - Deputy General Director, leaders of the Northern Power Construction Project Management Board (NPMB), the Central Power Construction Project Management Board (CPMB), and leaders of EVNNPT's departments.

There are still many problems
The power transmission grid supplying power to Lao Cai province has 5 transformer stations, with a total transformer capacity of 2,400MVA and many 220kV-500kV lines connecting and releasing power source capacity in the area.
The power transmission grid supplying electricity to the Lao Cai province operates stably and reliably, however, there are still many times when the operation is overloaded and overloaded. Through monitoring, the management and operation and technical management work ensures safe and reliable operation, stable power supply for socio-economic development in Lao Cai province, however, it is necessary to ensure the progress of construction investment projects to free up power sources and increase the reliability of power supply for Lao Cai province's loaders in the last months of 2025 and the following years.
Currently, in Lao Cai province, EVNNPT is urgently implementing investment and construction of power transmission grid projects including: 220kV Coal Uyen - Lao Cai transmission line; 220kV Bat Xat - Bao Thang line/TBA 500kV Lao Cai; 220kV Bat Xat substation; 220kV Luc Yen substation and connection; substation 220kV Nghia Lo and 220kV substation connecting Nghia Lo - Viet Tri; substation 220kV Van Ban and substation 220kV Van Ban Than Uyen - Lao Cai.
These are very important projects to ensure energy security; meet the requirements of power transmission and supply, especially the release of excess capacity due to the growth of power sources of the hydropower system in Lao Cai province and neighboring provinces; ensure power supply to serve the socio-economic development of Lao Cai province in 2025 and the following years.
However, the implementation of the projects all encountered problems in site clearance. For example, the 220kV Coal - Lao Cai pipeline project is causing problems at some pole foundation locations overlapping with mineral planning, industrial parks and other local planning.
Or the biggest existing problem of the Bat Xat 220kV substation Project of this project is the problem of 04 households on the road to the station that has been extended for a long time, and the compensation and site handover plan has not yet been approved, affecting the project's progress and having to temporarily suspend construction from June 2025.
For the Nghia Lo 220kV substation Project and the Nghia Lo - Viet Tri auctioned 220kV line, there is no specific land price yet, so a compensation plan has not been prepared, publicly posted and submitted for approval. Therefore, up to now, the corridor section passing through the province has only been mobilized to hand over the site for 11/102 pillars.
Along with that, some projects have not yet been approved for investment by Lao Cai province, so the next steps of the project cannot be implemented.

The need for local drastic intervention
To speed up the project progress, at the meeting, Deputy General Director of EVNNPT Nguyen Ngoc Tan requested the People's Committee of Lao Cai province to direct communes to promptly issue land recovery notices, promptly deploy specific land price determination work and approve compensation and support plans in October 2025.
Direct relevant departments, branches and localities to promptly give opinions on the route of the projects. In case it is necessary to adjust the route, it is recommended that the Provincial People's Committee soon give opinions so that EVNNPT has a basis for implementation, and at the same time give opinions directing departments, branches, localities and related units to support EVNNPT in introducing a plan to adjust the route, while speeding up the selection and negotiation of the route of adjustment.
At the meeting, leaders of relevant departments, branches and localities of Lao Cai province discussed and proposed solutions to remove obstacles to speed up the progress of projects.

Concluding the meeting, Mr. Ngo Hanh Phuc - Vice Chairman of Lao Cai Provincial People's Committee said: The above power transmission projects in the province are key projects, of great significance in clearing power sources in the province, ensuring power supply for the province and ensuring national energy security. In the past time, Lao Cai province has taken a very drastic step to gradually remove difficulties and obstacles, but the progress has not met the requirements.
The Vice Chairman of Lao Cai Provincial People's Committee requested departments, branches and localities to take more drastic action to promptly remove obstacles, especially sections that need to adjust route direction. Departments, branches and localities must clearly define their responsibilities and authority to join hands with investors. Lao Cai province is committed to taking the most urgent action to promptly remove obstacles to bring the projects to the finish line, in accordance with the Prime Minister's direction.
