The Ministry of Finance's electronic information portal has just posted a reflection from Mr. N.H., a civil servant working at the State Reserve Department, Region IV, about his resignation from work under Decree 178/2024/ND-CP but has not yet been approved by the review council.
According to the presentation, on August 1, 2025, Mr. N.H. officially resign according to Decree 178. Previously, the unit submitted a document to the Board of Resignation for 178, but on July 30, 2025, the board announced that it would not resolve it due to the large workload.
Mr. N.H. said that the Reserve Management Department where he worked had 10 staff members, including 1 department head, 2 deputy department heads and 7 specialists. The personnel are assessed to be adequate, qualified and completely capable of taking on professional work, both regular and arising. Therefore, his resignation will not affect the progress and workload.
In addition to the reason for work, Mr. N.H. pointed out many difficulties for individuals and families: having to travel on their own, paying for rent when working away from home, parents who are elderly and weak, children who need care, and wives who are unemployed. He affirmed that he had tried for many years but the circumstances did not allow him to continue working. From there, he asked: is the decision to not approve the resignation of the review board in accordance with Decree 178 or not, while the personnel at the department is sufficient, even redundant?
Responding to this reflection, the State Reserve Department cited the provisions of Decree 178/2024/ND-CP, Decree 67/2025/ND-CP and related documents of the Ministry of Finance and the Ministry of Home Affairs. Accordingly, cases of early retirement and termination of employment must comply with the authority, procedures and records prescribed.
Regarding Mr. N.H., currently working at the State Reserve Department of Area IV, the State Reserve Department said that the consideration is under the jurisdiction of the Department of Area IV. Therefore, he needs to directly discuss and work with the unit to receive specific instructions and answers.
