On the contrary, the Department of Home Affairs noted that it should not consider cases that do not have sufficient legal basis. Moreover, the whole province is lacking human resources in many positions. The arrangement is not fully guaranteed according to job positions, it is necessary to arrange, consolidate, rearrange, strengthen, and mobilize in many positions that are needed and lacking, especially at the commune level.
Therefore, the cases of cadres, civil servants, public employees and cadres and public employees at the commune level who cannot hold leadership and management positions and are assessed by agencies, units and localities as "not meeting the requirements of the task" are not enough to submit to the Provincial People's Committee for consideration and approval of policy and regime leave under Decree No. 178 at present.
The implementation of policies and regimes according to Decree No. 178 will be strictly implemented by the Department of Home Affairs, to the right subjects and regulations, both ensuring the rights of civil servants and stabilizing the government apparatus at both levels.
