On July 7, the Provincial People's Committee said that on July 6, the Thanh Hoa Provincial People's Committee had a document on coordinating the construction of the national crude oil reserve and central LNG warehouse in Nghi Son Economic Zone after receiving an official letter requesting the Vietnam National Group of Industry and Energy.
Standing Vice Chairman of Thanh Hoa Provincial People's Committee - Mr. Mai Xuan Liem assigned the Management Board of Nghi Son Economic Zone and industrial parks to preside over and coordinate with the Departments of Finance, Construction, Industry and Trade, Agriculture and Environment and related units to carefully study the content of the response of Vietnam National Industry - Energy Group.
The units are required to base on current legal regulations, directives of the Provincial Party Committee, Provincial People's Committee, Chairman of the Provincial People's Committee; and at the same time actively contact and coordinate with the Vietnam National Group of Industry and Energy to accelerate the progress of implementing the plan to build a national crude oil reserve and central LNG warehouse in Nghi Son Economic Zone.
Previously, at a meeting on building a strategic crude oil reserve in Nghi Son, the Prime Minister directed Petrovietnam to preside over and coordinate with relevant agencies and Thanh Hoa province to immediately build a crude oil reserve in Nghi Son, both directly serving the Nghi Son Refinery and Petrochemical Plant and serving national reserves; Thanh Hoa Provincial People's Committee to carry out site clearance.
In 2024, relevant units conducted field surveys in Nghi Son Economic Zone to propose the location of the national crude oil reserve. One proposed option is Zone N, with an area of about 140ha, belonging to Industrial Zone No. 6, Nghi Son Economic Zone. For LNG warehouses, Thanh Hoa once proposed to study the area west of Me Island about 100ha, associated with the advantage of Nghi Son deep-water port that can receive large LNG ships.
Promoting the plan to build a national crude oil and central LNG stockpile in Nghi Son is considered an important step in ensuring energy security, increasing strategic reserve capacity, and creating more motivation for the development of industry, seaport services and logistics for Thanh Hoa.

Nghi Son area currently has a large energy platform with Nghi Son Refinery and Petrochemical Complex - a project with a total investment of nearly 9.3 billion USD, designed capacity of 10 million tons of crude oil/year, meeting about 40% of domestic gasoline and oil demand. In 2025, the plant operates at 116.5% of its designed capacity, producing more than 10.1 million tons of products, with revenue of nearly 188,000 billion VND and contributing more than 23,000 billion VND to the budget.
