Businesses point out bottlenecks
On August 28, Thanh Hoa Provincial People's Committee said that the dialogue conference with businesses in 2026 with the theme "Removing bottlenecks - Unlocking resources - Promoting growth" was successful.

At the conference, many businesses frankly raised difficulties and prolonged obstacles in investment, construction, land, site clearance, material sources and payment of public investment capital; and at the same time proposed that the province have specific solutions to remove them.
Mr. Nguyen Thanh Quan - Director of Minh Tuan Construction Investment Corporation - said that one of the major obstacles in public investment projects is that the actual material price is higher than the applied level when paying.
According to Mr. Quan, part of the reason is that the design and appraisal stages have not accurately determined the location of the mine, reserves and material supply capacity. There are cases where the cost estimate documents determine the material source at one mine, but when constructing, the mine is no longer operating or is not capable of supplying, forcing contractors to buy from a further location.
Mr. Quan suggested that when the mine owner sends the price quotation to the Department of Construction, it should be accompanied by the remaining supply capacity. Mines that are no longer capable of supply or have too low output should not be used as a basis for determining the representative price.
Mr. Vu Xuan Quy - Director of Ngoc Khanh Co., Ltd. - said that the basic leveling land source meets the requirements, but rocks, especially sand, are still lacking, especially in mountainous projects. The enterprise proposed that the province continue to supplement the supply of materials.
Another issue is slow payment at some projects previously invested by district and commune-level People's Committees. After arranging administrative units, investors change, dossiers must be adjusted, while some new units have not yet determined the source of payment capital.
According to Mr. Quy, Ngoc Khanh Co., Ltd. is the contractor for the Cau Trang - Van Son project, currently about 22 billion VND has not been paid. The enterprise proposed that the province determine the unit to inherit the payment obligation, allocate capital sources and definitively resolve eligible debts.
In addition, delegates proposed removing difficulties in site clearance and land; promoting science and technology, marine tourism and logistics.
Moving from dialogue to action
Speaking at the conference, Chairman of Thanh Hoa Provincial People's Committee To Anh Dung highly appreciated the spirit of speaking frankly and truthfully of the business community.

According to Mr. To Anh Dung, the major "bottleneck" currently does not necessarily lie in the lack of mechanisms and policies, but mainly in the implementation stage. Most of the business's recommendations are not asking for more incentives, but requiring state agencies to resolve them in accordance with regulations, within their authority and on time.
The Chairman of the Provincial People's Committee affirmed that Thanh Hoa does not compete by incentives but by service quality. Departments, branches, and localities must resolve each petition to the end, not to fall into "responsibility gaps"; answer clearly, guide once, resolve quickly; focus on unlocking resources that are being blocked and strictly prohibit harassment and causing trouble.
Along with that, Mr. To Anh Dung requested businesses to comply with the law, invest substantially, and properly implement commitments; proactively coordinate to remove difficulties, strengthen linkages, apply digital technology, green transformation and participate more deeply in the supply chain.
The Chairman of the Provincial People's Committee requested that immediately after the conference, departments, branches, and localities shift from dialogue to action, from commitment to result; handle to the end each recommendation, each project, and each "bottleneck point".
With the message "Thinking with businesses - Doing with businesses - Successing with businesses", leaders of Thanh Hoa province affirmed that businesses need to have the government present, and businesses develop, then Thanh Hoa develops.
