On April 12, the People's Committee of Dong Nai province issued a decision to sanction administrative violations in the field of environmental protection against DNP Holding Joint Stock Company with head office in Bien Hoa 1 Industrial Park, Bien Hoa City for not having an environmental license according to regulations. The main form of the penalty is the fine of 320 million VND.
The additional penalty is to suspend the operation of the source of waste without an environmental license of the facility for 4.5 months from the date of receipt of the penalty decision.
Measures to overcome the consequences of forcing the relocation of the facility to a location in accordance with the planning, environmental zoning, and environmental load-bearing capacity approved by competent authorities due to non-conformity with the Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050.
The implementation period is before December 1, 2025 (according to the roadmap set out in Decision No. 324/QD-UBND dated February 5, 2025 of the Chairman of the Provincial People's Committee on approving the Project to convert Bien Hoa Industrial Park 1 into an urban - commercial - service area and improve the environment).
Previously, in early April 2025, the Inspectorate of the Department of Agriculture and Environment of Dong Nai province also issued a decision to sanction administrative violations for enterprises operating in Bien Hoa 1 industrial park. In addition to sanctioning administrative violations in cash, additional sanctions are suspension of the operation of waste generating sources and forced relocation of facilities to locations in accordance with the planning.
Bien Hoa 1 Industrial Park is the oldest industrial park in Vietnam established in 1963, but has revealed limitations, located close to the Dong Nai River, with a high risk of environmental pollution. Currently, inside Bien Hoa 1 Industrial Park, in addition to factories, there are also mixed residential areas (255 households).
