This Resolution stipulates the arrangement of provinces and cities directly under the Central Government (hereinafter referred to as the provincial administrative unit) and the arrangement of communes, wards and townships (hereinafter referred to as commune -level administrative units) in 2025 according to the resolutions and conclusions of the Central Executive Committee, the Politburo, the Secretariat on continuing to organize the organizational structure of the political system, arrange the administrative unit of the local authorities and the two administrative units.
The arrangement of the provincial administrative unit prescribed in this Resolution is to enter the province with the province to form a new province or imported to the province with the centrally -run cities to form a new city under the Central Government in accordance with the orientation approved by competent authorities to reduce the number, increase the size of administrative units, expand the development space, maximize the potential and advantages of the locality.
And the arrangement of commune -level administrative units prescribed in this Resolution is the establishment, dissolution, import and division of administrative units, adjusting the boundaries of communal administrative units to ensure appropriate quantities and scale, the whole country will reduce about 60% to 70% of the number of commune -level administrative units compared to the current level, meeting the requirements of the local government organization near the people near the people, the effects of the people, the effectiveness of the people.
In case of arranging a ward with administrative units at the same level, the administrative unit formed after the arrangement is a ward; in case of arranging a commune or town, the administrative unit formed after the arrangement is a commune.
The Resolution has decided on the names of provincial and commune-level administrative units formed after the reorganization as prescribed in Article 7 as follows:
The name of the provincial administrative unit formed after the arrangement is named after one of the previous administrative units arranged in accordance with the arrangement orientation approved by the competent authority.
The naming and renaming of the commune -level administrative unit is required to be easy to read, memorable, brief, ensuring the system and science, in accordance with the historical and cultural traditional factors of the locality and is supported by the local people;
Encourage the naming of the commune -level administrative unit according to the order number or according to the name of the district administrative unit (before the arrangement) is associated with the order number to facilitate the digitization and update of information data.
At the same time, the name of the commune -level administrative unit must not coincide with the name of the administrative unit of the same level within the provincial administrative unit or within the provincial administrative units expected to be formed after arrangement.
