That was one of the opinions of the delegates at the meeting between the Central Committee of the Vietnam Fatherland Front and the Ministry of Culture, Sports and Tourism to discuss a plan to coordinate and unify the content of the guidance for building a united, prosperous and happy residential area, taking place on March 18, in Hanoi.
The meeting was chaired by Ms. To Thi Bich Chau - Vice Chairwoman of the Central Committee of the Vietnam Fatherland Front.
Attending the meeting were Ms. Trinh Thi Thuy, Deputy Minister of Culture, Sports and Tourism; representatives of the Department of Culture; leaders of the Social Exercise Committee of the Central Committee of the Vietnam Fatherland Front.
Presenting the draft Guidelines for implementing the construction of united, prosperous and happy residential areas, Mr. Cao Xuan Thao, Head of the Social Mobilization Committee of the Central Committee of the Vietnam Fatherland Front, said that the construction of a united, prosperous and happy residential area is based on the basis of mobilizing the construction of a cultural residential area, promoting the role of the Front, promoting the spirit of self-management of the people; ensuring the leadership and direction of Party committees, close coordination between the government and mass organizations.
Regarding the criteria for evaluating a solid, prosperous and happy residential area, Mr. Cao Xuan Thao said that a residential area that meets the standards of "solidarity, prosperity and happiness" is first of all a residential area that meets the standards of "Cultural Village, Residential Group" as prescribed in Decree No. 86/2023/ND-CP of the Government regulating the framework of standards and procedures, procedures, and dossiers for considering the award of the title of "Cultural Family", "Cultural Village, Residential Group", "Outstanding Commune, Ward, and Town".
At the same time, it is necessary to ensure 5 criteria: Residential areas with at least one self-management model recognized by the Chairman of the People's Committee of communes, wards and towns; residential areas without prolonged conflicts or direct complaints; residential areas without poor or near-poor households according to general criteria, no more temporary or dilapidated houses; residential areas with village roads, alleys, works serving daily life and life, meeting the criteria of light, green, clean and beautiful; socio-political organizations operating well, achieving cleanliness and strength as instructed by superiors.
In addition, implementing the Resolution of the 10th Congress of the Vietnam Fatherland Front and the work program in 2025, the Social Mobilization Committee plans to prepare a preliminary plan to organize the first National Residential Area Singing Festival in 2025, with the aim of creating a joyful, exciting and united atmosphere among all classes of people to welcome the new era of the nation, welcome the Party Congresses at all levels and the 14th National Party Congress, term 2026-2031. At the same time, continue to promote the movement "All people unite to build a cultural life" for the period 2021-2026, the campaign "All people unite to build new rural areas, civilized urban areas" and deploy the Action Program at the 10th Congress of the Vietnam Fatherland Front on building a united, prosperous and happy residential area.
At the meeting, delegates discussed and contributed opinions on the content of the draft Guidelines for implementing the construction of united, prosperous and happy residential areas. Some opinions say that the Front needs to issue a Decision on building a united, prosperous and happy residential area; creating a coordination mechanism between the Front and local authorities to ensure resources for implementing the criteria; reviewing, studying, adjusting and supplementing regulations, ensuring effectiveness, synchronization, unity, avoiding overlap between titles of residential areas at the grassroots level.
Vice Chairwoman of the Central Committee of the Vietnam Fatherland Front To Thi Bich Chau suggested that the Social Exercise Committee accept the comments of representatives of the Ministry of Culture, Sports and Tourism, study and complete the draft Guidelines for implementing the construction of a united, prosperous and happy residential area; study and draft a coordination and unity program between the Central Committee of the Vietnam Fatherland Front and the Ministry of Culture, Sports and Tourism, promote initial communication so that localities can grasp the common spirit, so that the implementation of building a united, prosperous and happy residential area will ensure synchronization in the Front system, while being flexible, creative and suitable to the actual situation of each locality.
