At the online conference to discuss instructions on implementing tasks related to the financial - state budget sector when organizing local government at 2 levels for the commune level organized by the Ministry of Finance on July 26, many localities reported the shortage of public cars in communes, especially in remote areas.
According to Mr. Nguyen Tan Thinh - Director of the Department of Property Management (Ministry of Finance), although all public cars have been reviewed, the remaining number of cars at the district level before July 1, 2025 is not enough to be transferred to newly established communes after the merger.
In that context, the Ministry of Finance clearly guides the responsibility of localities. According to Decree No. 155/2025/ND-CP dated June 16, 2025 on standards and norms for working offices and public assets, the People's Committee at the provincial level has the authority to decide on specific car equipment norms for each commune-level administrative unit.
First of all, provinces and cities need to transfer vehicles from the remaining district level before July 1, 2025 to the commune level in accordance with standards and norms. In case the number of existing vehicles is not enough, the locality is allowed to transfer from provincial-level agencies and units or purchase new vehicles to ensure the vehicle serves the requirements of the task.
Mr. Nguyen Tan Thinh said that the Ministry of Finance has issued Official Letter No. 8400/BTC-QLCS dated June 14, 2025, requesting central ministries and branches to review and transfer unused cars to localities. However, the results of reports from ministries show that most of the surplus vehicles are used vehicles that are not qualified for operation or do not suit actual needs.
"The ability to transfer from ministries and branches is very limited. Localities must proactively purchase new vehicles to promptly equip communes with means of transport" - Mr. Nguyen Tan Thinh emphasized.
To support the implementation, the Ministry of Finance has established an interdisciplinary working group with all localities. At the same time, issue Official Letter No. 11120/BTC-QLCS dated July 21, 2025 to unify the reporting form, helping localities synthesize and monitor the handling of public assets more conveniently.
Currently, the Ministry is perfecting the function on management software to support localities in reporting quickly and fully. The Department of Property Management also developed a set of documents guiding the implementation in the direction of "hand-to-hand guiding work" for the commune level.
