From July 1, provinces with large areas will have additional norms for public cars

From July 1, provinces with large areas and provincial-level offices will be allocated additional car quotas for general work.

The Government issued Decree No. 153/2025/ND-CP amending and supplementing a number of articles of Decree No. 72/2023/ND-CP dated September 26, 2023 of the Government regulating standards and norms for the use of automobiles. The Decree will take effect from July 1, 2025.

According to the new Decree, the car norms for general work of the Provincial Office (including: Provincial Party Committee and City Party Committee Offices; Office of the National Assembly Delegation and Provincial People's Council; Provincial People's Committee Office) are determined as follows:

For Hanoi and Ho Chi Minh City: Maximum 10 vehicles/Officer.

For the remaining provinces and cities:

For provinces and centrally run cities with an area of less than 5,000 km2: 5 vehicles/Officer.

In case the province or centrally-run city has an area of 5,000 km2 to less than 8,000 km2, a maximum of 1 vehicle/Officer will be added; from 8,000 km2 to less than 11,000 km2, a maximum of 2 vehicles/Officer will be added; from 11,000 km2 or more, for every additional 3,000 km2, a maximum of 1 vehicle/Officer will be added.

In case the provincial office has a affiliated unit with legal status, a seal, or a separate account with a staff number of 20 or more people, the number of cars determined in this section shall be added to the quota of the provincial office.

In addition to the quota determined according to the provisions of the above, each Office is allowed to add the following number of vehicles:

In case the province or centrally-run city has more than 50% of the number of commune-level administrative units in the list of mountainous areas, islands, and areas with particularly difficult socio-economic conditions according to the regulations of the Government and the Prime Minister, a maximum of 01 vehicle/Officer will be added.

In case the province or centrally-run city can balance the state budget, a maximum of 01 vehicle/Officer will be added.

The office that meets the criteria will be allowed to add the maximum number of vehicles corresponding to those criteria. In case the Office meets many criteria, the maximum number of additional vehicles is the total number of vehicles determined according to the criteria.

In case the Provincial Party Committee and City Party Committee Office serves the advisory and support agencies of the Provincial Party Committee and City Party Committee, the car usage quota for the general work of the Provincial Party Committee and City Party Committee Office includes both the number of vehicles as prescribed in this Clause and the number of vehicles as prescribed.

Committees under the Provincial People's Council shall use cars in the car quota for general work of the Office of the National Assembly Delegation and the Provincial People's Council prescribed in this clause to serve work.
