At the regular meeting of the People's Committee of Cao Bang province in September 2025, the report showed that the progress of public investment disbursement and national target programs is still low, especially career capital.
By the end of September, the whole province had only disbursed about VND 2,682/9,361 billion, reaching 28.6% of the plan.
At the meeting, Chairman of the People's Committee of Cao Bang province Le Hai Hoa emphasized: Public investment disbursement is a key task to promote economic growth, but is still the biggest "bottleneck".

The Chairman of the Provincial People's Committee requested all levels, sectors and localities to focus on implementing 11 key groups of tasks, including developing a GRDP growth scenario for the fourth quarter, updating weekly disbursement data, handling problems with procedures, premises, construction materials, and linking the responsibility of the head with the disbursement results.
Notably, the province will pilot a public investment disbursement mechanism based on real data - all tasks must have someone with primary responsibility, with specific timelines, products and results, avoiding "running with virtual progress".

Meanwhile, due to the slow progress of public investment disbursement, Cao Bang Provincial Party Secretary Quan Minh Cuong has repeatedly analyzed the cause, calling this a "disease that does not belong to anyone" and issued instructions to departments and branches.
Accordingly, from April to now, the disbursement rate in the area has improved, but according to the assessment, many root causes have not been overcome.
Management thinking is still heavier on capital management than investment management; many units still have a situation of "waiting for direction", "waiting for guidance", lacking proactiveness in proposing solutions. Investment preparation is still unscientific, projects are being prepared hastily, the total investment is not close to reality, leading to adjustments, prolongations, and even capital increases.
Consulting, design, contractor selection and construction supervision are still weak. Some projects won the bid due to low prices, poor construction, delays, and even having to change contractors.

Some investors do not have a team of professional managers, while the coordination mechanism between sectors lacks connectivity and responsibilities are unclear.
In addition, the mentality of fear of mistakes, hesitation, and "safe" in public service is still popular, causing the apparatus to operate slowly, forming "stability in stagnation". The problem is no longer in policies or instructions, but in the delay in organization and implementation and the spirit of daring to take responsibility.
The spirit of innovation, daring to think - daring to do has been initiated, but to become a real strength, it is necessary to spread to each level and each cadre.
