The OCOP program originated from Japan (called OVOP), to encourage the community to exploit local resources to create unique products, contributing to economic development.
Since 2019, Ho Chi Minh City has begun implementing the program with Project 385/QD-UBND, initially in 5 districts, then expanding to the entire city.

In 2019, no product was recognized as OCOP. In 2021, there were 27 products that were rated and classified (21 4-star products, 6 3-star products). By June 2025, 419 products were recognized as OCOP, belonging to 155 entities.
Of which, 312 products achieved 3 stars, 107 products achieved 4 stars, 5 products achieved 5 stars.
Mr. Nguyen Van Dung - Vice Chairman of Ho Chi Minh City People's Committee said that today, Ho Chi Minh City announced and awarded the recognition decision of 28 4-star OCOP products. OCOP is currently expanding to many areas such as food, beverages, pharmaceuticals, tourism services, etc. However, the quantity and quality of the city's OCOP products are still not commensurate with the potential and advantages, and when the new Ho Chi Minh City ( merged with Binh Duong and Ba Ria - Vung Tau) will have better room and more room to develop OCOP products.
To develop the OCOP program more strongly, the City leaders requested the Department of Science and Technology to support intellectual property and brands of goods; the Department of Industry and Trade to connect with trade promotion; the Department of Tourism to support tourism connection with OCOP production facilities; the People's Committees of wards/communes to increase product introduction and quality control; OCOP entities need to promote the spirit of innovation and improving product quality.
As one of the units with 4 star OCOP products, Mr. Pham Duy Phuong - Director of Nam Phong Food Processing Enterprise (under Saigon Livestock and Food Processing Company) said that herbal pork products are the result of research, learning from abroad and practical testing in the locality.
"The company has boldly applied science and technology to production, from animal feed sources to processed materials, to ensure safety, creating quality products to serve consumers. Being recognized as a 4-star OCOP is not only a recognition of innovation efforts, but also contributes to enhancing prestige and spreading the brand in the community" - Mr. Phuong shared.
2025 marks an important turning point for the City's OCOP, while opening up sustainable development potential. With the characteristics of urban agriculture, the City's OCOP products in the new era focus on developing deeply processed products, products with high-tech application in production; products associated with tourism activities.
