Vietnam promotes policies to support small and medium enterprises in digital transformation and greening

At the 31st APEC Business and Employment Ministers' Conference, Vietnam affirmed its focus on policies to support small and medium enterprises.

Speaking at the 31st APEC Foreign Affairs Ministers' Conference held on September 5, 2025 in Jeju (Korea), Deputy Minister of Finance Nguyen Duc Tam expressed his gratitude to the host country for organizing a conference with the theme "Building a sustainable future: Connecting, innovating, prosperity".

According to the Deputy Minister, this is a theme that truly reflects the common concern in the context of rapidly changing the world economy, strong development of digital technology, requiring small and medium enterprises (SMEs) to adapt through innovation and sustainable development.

Deputy Minister Nguyen Duc Tam affirmed that Vietnam has issued many important resolutions and strategies, in which Resolution No. 57 considers the development of science and technology, innovation and digital transformation as the leading driving force for sustainable socio-economic development. Resolution No. 68 identifies the private economy as the most important driving force, the pioneer in green transformation, digital transformation and circular economy.

Along with that, Vietnam has implemented many policies and programs to promote green growth, respond to climate change and develop sustainable business such as the National Strategy on Green Growth for the period 2021-2030, the National Strategy on Climate Change to 2050, the National Action Plan to implement the circular economy to 2035. Cooperation initiatives such as ESG 2025, Inclusive Business Hub, Social Impact Pathway are also being promoted.

According to the Deputy Minister of Finance, Vietnam will continue to focus on four main groups of solutions to support businesses:

First, perfecting institutions and policies to encourage businesses to apply science and technology, digital transformation, and green transformation.

Second, develop preferential credit, creating conditions for employees to access low-interest loans to serve investment in digital technology, renewable energy and circular business models.

Third, train high-quality human resources, build a network of experts and consultants to support businesses in building digital transformation strategies, applying green technology, and at the same time assessing environmental and social impacts.

Fourth, implement a program to develop at least 1,000 typical and pioneering enterprises in innovation, high technology, supporting industries, digital transformation and green transformation.

Deputy Minister Nguyen Duc Tam emphasized that Vietnam believes in and is always ready to cooperate closely with APEC economies to synchronously deploy policies to support sustainable development of enterprises, apply new business models and advanced technology.

According to him, promoting the spirit of creativity and resonating with the internal strength of economies in the region will help employees overcome difficulties, take advantage of opportunities to develop, and contribute to economic growth.

At the end of his speech, the Deputy Minister sent his best wishes for health and success to the delegates and affirmed his hope that the conference would achieve good results, contributing to expanding cooperation between APEC economies.
