On the afternoon of August 25, Mr. Dao Quang Khai - Vice Chairman of the People's Committee of Bac Ninh province chaired a working session to urge and resolve difficulties and problems, and recommendations of Long Phuong Group Joint Stock Company.
Regarding the Bac Ninh City Surface Water Plant project, it is invested in construction under the form of a Construction - Transfer (BT) Contract invested by Long Phuong Group Joint Stock Company.
This project has been in operation since September 9, 2015, providing clean water to people in communes and wards of Bac Ninh city, Que Vo town, Tien Du district (old).
However, after many years of operation, the project still faces some difficulties and problems related to the financial cost of BT project investment and the remaining payment obligations to investors, speeding up the progress of land valuation.
Regarding the above project recommendations of Long Phuong Group Joint Stock Company, Vice Chairman of Bac Ninh Provincial People's Committee Dao Quang Khai assigned the Department of Finance to preside over and coordinate with relevant agencies to establish a consulting team to quickly resolve difficulties and problems in the Company's recommendations to ensure compliance with legal regulations.
Also at the meeting, representatives of Long Phuong Group Joint Stock Company raised a number of difficulties and problems for land use rights auction projects.
Regarding the above issue, the Department of Agriculture and Environment of Bac Ninh province said that it will implement the directives of the Chairman of the Provincial People's Committee on advising on changing investors to implement projects to auction land use rights and reviewing projects to determine land prices.
Up to now, the Department has advised the Chairman of the Provincial People's Committee to change the investors of 10 residential area projects auctioning land use rights; reviewed 15 projects that are implementing the determination of starting prices.
Of which, 1 project is being submitted to the Provincial People's Committee for approval of starting price, 1 project is being submitted to the Land Price Appraisal Council, 7 projects have basically completed the land price plan, 2 projects are proposed to stop implementation due to coincidence with the planning of Gia Binh International Airport; 2 projects are proposed to stop implementation because the consulting unit has not investigated and surveyed the development of the land price plan and 2 projects are carrying out procedures to select a land valuation consulting unit.
To promptly remove difficulties and obstacles in implementing investment projects for land use rights auctions, the Department of Agriculture and Environment assigned the Department of Land Management to coordinate with the Department of Financial Planning to speed up the selection of consulting units; assigned the Department of Land Management to update and grasp the daily progress of consulting units, promptly remove difficulties and obstacles, support consulting units to collect information, conduct market surveys, etc.
