Improving qualifications, industrial style, labor discipline
For the working class, Resolution No. 20-NQ/TW, dated January 28, 2008 of the 10th Party Central Committee on "Continuing to build the Vietnamese working class in the period of accelerating industrialization and modernization of the country" has determined: "Training, fostering, and improving the qualifications of all aspects for workers, constantly intellectualizing the working class is a strategic task".
The Prime Minister issued Decision No. 1268/QD-TTg, dated October 19, 2022, approving the Program "Promoting lifelong learning activities among workers at enterprises by 2030".
The promotion of lifelong learning among workers has been implemented by trade unions at all levels in many rich and practical forms. Thereby improving the qualifications, industrial style, and labor discipline for workers. Typically, in Hanoi, propaganda and mobilization work for union members and workers to study to improve their qualifications, industrial style, and labor discipline has been effectively implemented.
The Hanoi City Labor Federation focuses on effectively implementing the program "Improving the skills and professional qualifications of union members and workers" associated with the project on promoting lifelong learning activities among workers at enterprises.
Up to now, over 524,000 union members and workers have studied to improve their professional skills, accounting for 79% of the total number of union members and workers; over 629,000 union members and workers have studied to improve their educational qualifications, accounting for 61.3% of the total number of union members and workers.
In addition, emulation movements contribute to improving skills and labor productivity for workers, focusing on emulation movements striving for the title of " good worker in the capital", " good teaching, good study", "Good at public work, good at housework", especially the movement "Good at theory, good at skills, good at construction workers" with the highlight being the organization of the Workers' Competition of Trade Unions at all levels.
In Ho Chi Minh City, training programs have a flexible combination of in-person training and online learning. Thanks to that, workers can participate in courses flexibly in terms of time, suitable for both working and studying conditions.
Thanks to that, many workers in industrial parks have the opportunity to participate in vocational skills training courses, many of whom have completed online training programs on information technology skills, modern equipment operation and production management.
In particular, training programs focus on improving skills, aiming to develop soft skills such as teamwork skills, communication skills and time management, helping workers quickly adapt to new requirements of the labor market.
The combination of on-site theoretical and practical training has also helped improve learning and practical application efficiency, contributing to improving labor productivity and product quality in enterprises.
With the development orientation, continuing to promote training and improving professional skills for workers to enhance the competitiveness of the economy is an important step to build a team of modern workers, mastering technology and being ready to adapt to the 4.0 industrial revolution.
The work of promoting learning, encouraging talents, building a society of lifelong learning and learning is the task of the entire Party and people, and is a basic goal in our country's education development strategy, affirmed by our Party in Directive No. 11-CT/TW, dated April 13, 2007 of the Politburo; Conclusion No. 49-KL/TW, dated May 10, 2019 of the Secretariat and documents of the 13th National Congress of the Party. The State has also issued many projects on promoting learning, encouraging talents, building a learning society, lifelong learning.
Promote research on the application of information technology and digital technology
The implementation of Decision No. 1268/QD-TTg, dated October 19, 2022 of the Prime Minister approving the Program "Promoting lifelong learning activities among workers in enterprises by 2030" was set out by the Vietnam General Confederation of Labor with 5 goals and 5 specific groups of tasks and solutions.
In particular, the goal of vocational skills is to strive to reach 50% by 2025, and 75% of workers in enterprises participating in vocational training to improve their skills and professional skills by 2030. The goal of applying information technology and digital technology is to strive to achieve 40% by 2025, and 65% of workers in enterprises that are disseminated on information technology and digital technology by 2030. For the learning model target, strive to achieve 30% by 2025, and 50% of workers in enterprises achieving the title of "Learning Citizen" issued by competent authorities by 2030.
Among the implementation solutions, it is noteworthy to implement measures to support workers to study regularly to improve the quality and efficiency of lifelong learning. Promote research on the application of information technology and digital technology in organizing lifelong learning activities for workers.
As a result of the implementation, up to now, every year, the Trade Union at all levels has organized propaganda on lifelong learning, combined with propaganda of the Party's guidelines and policies, the State's policies and laws to more than 10 million union members and workers.
Propagating on promoting lifelong learning, building a learning society through organizing propaganda and political and ideological education activities on the occasion of holidays, important events of the Party, the country, and the Trade Union organization, especially through continuing to implement "Promoting learning and following Ho Chi Minh's ideology, morality, and style" among union members and workers. Applying information technology in propaganda work on promoting lifelong learning, building a learning society through social networking sites and groups ( placebank, Zalo) of most grassroots Trade Unions.
Organize dialogues and negotiations to include the content of employers creating conditions for workers to study and improve their qualifications and professional skills in collective labor agreements, with about 15,418 enterprises (which have trade unions) implementing. Propaganda and mobilize employers to build a fund to encourage learning, encourage funding to support workers and children of workers with studiousness, with about 6,489 enterprises (there are trade unions) implementing...
Speaking at the signing ceremony of the Coordination Program between the Vietnam General Confederation of Labor and the Vietnam Association for the Promotion of Education for the period 2024 - 2030 in mid-September 2024, Central Party Committee member and President of the Vietnam General Confederation of Labor Nguyen Dinh Khang affirmed that the Vietnam General Confederation of Labor and the Vietnam Association for the Promotion of Education will strengthen coordination as well as propose mechanisms and policies to coordinate the implementation of tasks of promoting learning, promoting talents, building a lifelong learning and learning society, contributing to improving the qualifications and professional skills of workers, especially workers in industrial parks and export processing zones, contributing to improving the quality of human resources, successfully serving the cause of industrialization, modernization of the country and international integration.
