On February 25, Vice President of the An Giang Provincial Federation of Labor (FFL) Nguyen Nhat Tien chaired a conference to discuss and collect opinions on the arrangement of the organization and apparatus. More than 50 delegates representing the Provincial Federation of Labor's departments and offices and more than 30 grassroots unions under the Provincial Federation of Labor, Industry Unions and Trade Unions at the grassroots level directly involved.
According to the Project to establish the Trade Union of the Party and Government Bloc of An Giang province, currently, the An Giang Provincial Federation of Labor is directly managing 3 local Trade Unions including: the Health Sector Trade Union, the Education - Training Sector Trade Union and the Civil Servants' Trade Union with a total of 148 grassroots Trade Unions (CDCS) with more than 14,200 union members. Of which, the Health Sector Trade Union has 17 grassroots trade unions, with 4,387 union members/4,516 cadres and civil servants; the Education - Training Trade Union has 54 grassroots trade unions, with 3,806 union members/3,817 civil servants; the Civil Servants' Trade Union has 77 grassroots trade unions, with 6,036 union members/6,135 civil servants. In addition, the Provincial Federation of Labor is directly managing and directing the activities of 30 enterprise trade unions, with 20,269 union members/26,730 employees.
Implementing the resolutions and conclusions of the Central Executive Committee, the Politburo, the Party Delegation of the Vietnam General Confederation of Labor and the An Giang Provincial Party Committee on implementing Resolution 18-NQ/TW, dated October 25, 2017 of the Central Executive Committee of the Party "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", the An Giang Provincial Federation of Labor developed a Project to establish the Party and Government Trade Union under the An Giang Provincial Federation of Labor.
Speaking at the Conference, Mr. Nguyen Nhat Tien - Vice Chairman of the An Giang Provincial Federation of Labor said: "This is not only about streamlining, reducing internal units and restructuring the organizational system, rearranging the number of cadres and civil servants in accordance with job positions and the number of positions according to the allocation of competent authorities. Thereby creating conditions for regular, in-depth, focused and key direction of trade union activities, saving spending for the organizing apparatus to create better care conditions for union members and workers".
On that basis, An Giang agreed to gather union members, grassroots unions of agencies, units, and enterprises with expenditures, Party Committees under the Party Committee of the Party Agencies, Unions, People's Councils, Provincial Justice and the Government Party Committee (abbreviated as the Party and Government Bloc) to establish the An Giang Provincial Party and Government Bloc Trade Union.
This is a trade union at the grassroots level, established by the Provincial Federation of Labor and has legal status with its own seal; subject to the direct leadership and direction of the Party Cell and the Standing Committee of the Provincial Federation of Labor, and subject to the coordination and direction of the Standing Committee of the Party Committee of the Party Committee at the upper level of the Party and Government Trade Union. Party members here participate in Party activities at the Party Cell of the Provincial Federation of Labor. After its establishment, it is expected that the Party and Government Trade Union will have about 114 affiliated trade unions with about 20,396 union members/26,969 employees.
At the conference, the majority of opinions expressed their agreement with the Project and said that this is a decision that is motivating the activities of the Trade Union and the workers' movement in the coming time, meeting the needs and challenges of the domestic and international situation. However, many opinions also recommend that the Provincial Federation of Labor study and rationalize the adjustment for units with branches located in many localities in the province. At the same time, promptly implement the establishment of emulation blocks suitable for the type of unit, enterprise as well as the functions and tasks of each industry.
Mr. Au Xuan Don - Chairman of the Trade Union of Loc Troi Group - expressed: According to the Project, the Trade Union of the Party and Government Bloc of An Giang province gathers many organizations, units and enterprises. Therefore, it is necessary to establish an emulation bloc for units and enterprises with closeness in functions, types of operations... to create more fairness and motivation".
Speaking at the summit of the Conference, Mr. Nguyen Nhat Tien highly appreciated the sincere and practical contributions to the Trade Union and the workers' movement of the delegates and said that he would synthesize, review, supplement and adjust the Project in a scientific and practical manner.
