On September 11, 2025, the working delegation led by Mr. Ngo Duy Hieu - Standing Deputy Secretary of the Party Committee, Vice President of the Vietnam General Confederation of Labor (VGCL) - had a working trip to Bac Ninh to survey the situation of labor relations, workers and trade union activities.
The goal of the survey is to collect practical information, serving the development of the Vietnam Trade Union Adaptation and Development Strategy in the new situation.
At the Bac Ninh Provincial Federation of Labor, representatives of the Provincial Federation of Labor reported on the situation of trade union activities in the locality.
From July 1, 2025, the new Bac Ninh province will be established on the basis of merging the entire Bac Giang province and Bac Ninh province. After the merger, the scale of the province's economy will rise to 5th in the country and become a province with large total FDI capital, an attractive destination for multinational corporations, especially in the fields of electronics, semiconductors and supporting industries.
Also from July 1, 2025, after the end of the activities of grassroots trade unions and the dissolvement of administrative trade unions receiving 100% of the State budget salaries, the Bac Ninh Provincial Federation of Labor is managing and directing 2,216 enterprise-level trade unions and public service units not to receive 100% of the State budget salaries with 579,721 union members.
The number of workers and civil servants in the province continues to increase rapidly in quantity and quality; with the labor structure shifting towards increasing the proportion in the service, industrial, construction and non-state economic sectors, reducing the proportion in the agriculture, forestry and state economic sectors. The ideology of workers and civil servants is stable, believing in the leadership of the Party, the management and operation of the State; actively working, producing and working; and has made important contributions to the socio-economic development of the province. The working conditions, income and living conditions of workers and civil servants continue to improve. Currently, the average salary of employees is 8.3 million VND/person/month, an increase of 7.3% compared to 2023.
However, the income and life of a part of the workforce are still difficult due to many businesses narrowing production or temporarily suspending operations. Some enterprises do not comply with labor and trade union laws seriously; unpaid wages and social insurance debts still occur in many enterprises, leading to violations of workers' rights and labor disputes. Although labor relations in enterprises have improved a lot, from 2023 to now, there have been 8 collective work stoppages of workers, mainly due to employers violating legal regulations, not ensuring regimes and policies for workers...
The aspirations of workers and civil servants are to hope that the Party, the State, the Trade Union organization and business owners will have appropriate mechanisms, policies and solutions to continue developing the socio-economy, creating jobs, increasing income, improving working conditions, ensuring legitimate and legal rights and interests and improving the quality of life of workers and civil servants. Workers in industrial parks and clusters hope to have policies to support the construction of institutions: houses, kindergartens, schools, cultural centers... to meet essential needs to improve material and spiritual life.
The working group also worked with enterprises with a large number of workers in the province, typically Fukang Technology Co., Ltd., Crystal Martin Co., Ltd. and Luxshare - ICT Co., Ltd. (Van Trung).

At the companies, the working group listened to detailed reports from the company's Board of Directors and the Executive Board of the grassroots Trade Union on the production and business situation, implementation of policies and regimes for workers. The delegation also directly exchanged with workers to grasp their thoughts, aspirations and problems arising in labor relations.
This survey is an important step to help the Vietnam General Confederation of Labor grasp the overall picture of labor practices in key industrial parks. From there, the Vietnam General Confederation of Labor can propose appropriate solutions to help trade unions continue to promote their role in protecting the legitimate and legal rights and interests of workers, contributing to building harmonious, stable and progressive labor relations.
