On the afternoon of December 17, the Bac Ninh Provincial Federation of Labor held a press conference to inform about the first Bac Ninh Provincial Trade Union Congress, term 2025-2030.
Presenting a summary of the opinions and recommendations of union members, workers, civil servants and laborers to the Party Committee, authorities at the same level and higher-level unions, Mr. Nguyen Khac Dieu - Deputy Head of the Industrial Park Trade Union (Bac Ninh Provincial Labor Federation) said that in the past time, trade unions at all levels in the province have regularly grasped the thoughts, aspirations and synthesized the opinions, recommendations and proposals of union members and laborers to resolve and coordinate to resolve them in a timely manner. Hundreds of opinions and recommendations from union members and workers have been answered, resolved and coordinated by leaders of the Provincial Party Committee, Provincial People's Committee, Provincial Labor Federation, heads of agencies, units, and business owners.
Through the process of organizing grassroots trade union congresses for the 2025-2030 term, trade unions at all levels in the province have compiled the opinions and recommendations of union members and workers to the Party, the State and the Vietnam General Confederation of Labor.

Accordingly, it is recommended that the Government issue a policy to promote workers to have sustainable jobs, a living salary and ensure social security and social welfare for workers; research and innovate the regional minimum wage regime, towards a living salary and long-term accumulation for workers.
Workers propose that the Government issue policies to implement training, retraining, additional training, skills training, technology training, digital skills for workers in the digital age. There are preferential policies to encourage businesses to carry out training to improve the professional qualifications and skills of employees; at the same time, encourage businesses to have mechanisms, create funding and time conditions for workers to study and improve their skills as well as be propagandized and disseminated about the Party's guidelines and policies, the State's policies and laws.
Propose that the Government issue a Decree to replace Decree No. 191/2013/ND-CP dated November 21, 2013 detailing union finances for union organizations to implement in accordance with the provisions of the 2024 Trade Union Law.
Propose that the Government issue regulations to adjust working hours and rest hours for workers and employees, reduce normal working hours for employees to less than 48 hours/week, create conditions for employees to rest, reproductive labor, take care of children, and ensure family happiness.
Propose that the Government have a policy to build social housing areas for low-income people near industrial parks; support reducing the purchase and rental prices of social housing so that low-income workers can access to buy social housing (current prices are still too high compared to workers' income), while simplifying administrative procedures as well as supporting workers in loan procedures and loan interest rates to buy social housing.
Propose that the Government issue a Decree guiding the implementation of the Trade Union Law, including instructions on the supervision of Trade Union activities so that trade unions at all levels can implement them in accordance with the provisions of the Trade Union Law 2024.
Request the provincial leaders to direct the early implementation of projects to ensure convenient transportation and public welfare projects in residential areas near industrial parks such as: Social housing, workers' housing; Cultural and sports activities, kindergartens, kindergartens, health stations... to meet housing needs, essential activities and the need to participate in cultural, artistic, physical education and sports activities for workers.
Requesting authorities to strengthen measures to reduce high-tech crimes and social evils such as betting, gambling, fraud, high-interest loans via the Internet, phones, etc., which tend to increase among workers, especially young workers.
Requesting authorities to step up measures to ensure environmental sanitation and food safety. Regularly inspect food safety for industrial catering companies, restaurants, eateries around industrial parks, workers' dormitories, etc. to ensure the health of workers. There are strict sanctions for those who violate the health of workers.
