Comrade Thach Van Chung - Member of the Provincial Party Committee, Vice Chairman of the Provincial Fatherland Front Committee, Chairman of the Provincial Labor Federation chaired. The 1st Bac Ninh Provincial Trade Union Congress is scheduled to take place in mid-December with the theme: "Improving the capacity to represent, care for and protect workers; building a team of Bac Ninh workers with qualifications, skills, and industrial style, meeting the requirements of integration; together with the Party Committee, Government and People, determined to build Bac Ninh into a centrally-run city before 2030".

The draft political report submitted to the Congress is arranged in 2 parts: The situation of workers, civil servants, and laborers and the results of implementing the Resolution of the Bac Ninh Provincial Trade Union Congress for the 2023-2028 term; goals, tasks and solutions for the 2025-2030 term. In the second part, in addition to forecasting the situation of workers, trade union activities in the coming time and the general target for the entire term, the Congress set out 11 groups of targets annually and until the end of the term; at the same time, developing 3 breakthroughs and 9 groups of tasks and solutions.
During the process of drafting the report, the Standing Committee of the Provincial Federation of Labor closely followed the instructions of the Presidium of the Vietnam General Confederation of Labor, the Resolution of the First Provincial Party Congress, term 2025-2030 and practically directed and organized trade union activities and workers' movements in the province after the merger.
At the conference, opinions were basically assessed that the draft political report was carefully prepared, with full content, and comprehensively assessed the results of the workers' movement and trade union activities; the theme of the congress clearly demonstrated the motto of action of the Bac Ninh Trade Union in the new term. Regarding the layout, the report is scientific, reasonable, and logical. General goals are comprehensive, with a long-term vision; target groups are suitable for practical requirements.
Delegates attended and supplemented the contents on the characteristics of the situation, the context of the Congress, the advantages, difficulties and challenges facing provincial trade unions at all levels, and forecasts in the coming time, participating in appropriate tasks, goals and solutions.
Comrades Nguyen Duy Dang and Nguyen Van Trinh, former Chairmen of the Provincial Federation of Labor, all agreed that the report should be supplemented in the section on the characteristics of the situation and content to assess the advantages and difficulties in the context of merging administrative boundaries and streamlining the apparatus. From there, highlight the special significance of this Congress. At the same time, there is a part to analyze the difficulties of trade union activities in the current period such as: Some enterprises have not created conditions for the establishment of grassroots trade unions; the implementation of the Trade Union Law is in some places, sometimes not serious; financial problems, especially trade unions in commune and ward areas.
In addition, many delegates suggested that the report should further demonstrate the relationship between the trade union organization and the government, other political and social organizations in the Vietnam Fatherland Front system. In particular, there are specific recommendations on solutions to further enhance the role and mechanism to protect grassroots union officials in enterprises. Thereby, affirming the position and role of the organization in protecting and caring for workers.
Speaking at the conference, comrade Thach Van Chung emphasized that the Bac Ninh Provincial Federation of Labor is a unit highly appreciated by the Vietnam General Confederation of Labor in organizing activities after the merger; ensuring smoothness and effectiveness of caring for and protecting the legitimate rights and interests of union members and workers.
Thanking and appreciating the enthusiastic opinions of the delegates raised at the conference, he affirmed that these will be important contributions to the completion of the political report submitted to the 1st Provincial Trade Union Congress. On behalf of the Standing Committee of the Provincial Labor Federation, he accepted and directed the subcommittee of documents of the Congress for this term to urgently study, adjust, supplement, and ensure consistency in the layout, content, and implementation progress.
