On March 31, the Standing Committee of the Vietnam Fatherland Front Committee (VFFC) of Quang Tri province had a working session with the Provincial Labor Federation (LDF) to assess the operating situation and remove difficulties after implementing the arrangement and reorganization of administrative units.
Attending the working session were leaders of the Provincial Fatherland Front Committee and the Provincial Labor Federation, along with representatives of professional departments.
At the working session, Mr. Nguyen The Lap - Chairman of the Provincial Labor Federation reported on the results of trade union activities after the merger. Currently, the Provincial Labor Federation manages 700 grassroots trade unions with more than 45,000 union members. The number of full-time officials has decreased sharply from 122 to only 38 people.
From July 2025, the Provincial Labor Federation has established 37 new grassroots trade unions and developed more than 2,200 new union members, focusing on taking care of the lives of union members and workers.
Leaders of the Provincial Labor Federation raised many difficulties and obstacles, in which the organizational model is not really suitable for the specific characteristics of trade union activities; the number of full-time officials has decreased sharply while the area is large, the number of grassroots trade unions is large; the arrangement of officials according to clusters of areas causes a shortage of advisory forces at the provincial level.
In addition, the management mechanism, cadre evaluation and implementation of policies are still overlapping due to decentralization of management. Some regulations related to allowances, decentralization of management, and Party organization in the system are also not unified, causing difficulties in implementation.
Although achieving some results, the Provincial Labor Federation also pointed out many difficulties, such as inappropriate organizational models, a sharp decrease in the number of full-time officials, a shortage of advisory personnel and some overlapping issues in the management mechanism. The recommendations put forward include the re-establishment of the Provincial Labor Federation agency, supplementing the staff of full-time officials and clear decentralization in evaluating and implementing policies and regimes for trade union officials.
From there, the Provincial Labor Federation proposed to consider re-establishing the Provincial Labor Federation agency to ensure proactiveness in performing tasks; supplement the staff of full-time officials; clearly decentralize in management, evaluation and classification, implement policies and regimes for trade union officials; implement a 30% allowance regime for trade union officials working in communes and wards; and at the same time propose to establish a Party Committee of the Provincial Labor Federation department to strengthen the leadership role of the Party organization in the trade union system.
Mr. Nguyen Chien Thang - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee highly appreciated the efforts of the Provincial Labor Federation in the past time, and at the same time directed to strengthen innovation in operating methods, focusing on developing union members and establishing grassroots trade unions.
Regarding the recommendations of the Provincial Labor Federation, Mr. Nguyen Chien Thang requested that the contents under his authority must be considered and resolved promptly and thoroughly; issues beyond his authority need to be summarized and fully absorbed for reporting and proposing to competent authorities in the Central Government for consideration and resolution according to regulations. At the same time, assigning the professional committees of the Provincial Vietnam Fatherland Front Committee to review and coordinate the handling of related contents, ensuring unity and efficiency in implementation organization.
