Improving the quality of collective labor agreements
Thai Binh province currently has 468 enterprises with trade unions, of which more than 75% have signed collective labor agreements. According to the assessment of the provincial Labor Federation, there have been collective labor agreements signed with terms more favorable to employees than those prescribed by law regarding employment, working hours, rest, wages, bonuses, some regimes for female employees, meal allowances, organization of tours, sick leave, hardship allowances, etc.
Most recently, the Thai Binh Provincial Federation of Labor organized a training course on dialogue skills and collective labor agreement negotiation for 274 delegates who are Executive Committee members, Inspection Committee members of the Thai Binh Provincial Federation of Labor, full-time provincial union officials, and leaders of grassroots trade unions of enterprises with a large number of union members and workers in the province.
Right at the training session, delegates listened to Mr. Nguyen Vinh Quang - Deputy Head of the Labor Relations Department of the Vietnam General Confederation of Labor - discuss the basic contents and regulations on collective bargaining, collective bargaining agreements; regulations of the Vietnam General Confederation of Labor on evaluating and classifying collective bargaining agreements; methods of determining, developing content, and steps to conduct effective collective bargaining.
Mr. Nguyen Thai Duong - Permanent Vice President of Thai Binh Provincial Federation of Labor - said that in order for the collective labor agreements to be put into practice, the Provincial Federation of Labor has guided grassroots trade unions on how to sign and implement collective labor agreements at enterprises; trained to improve dialogue and collective bargaining skills for union officials at all levels; provided typical collective labor agreement models for grassroots trade unions to refer to...
At the same time, raise awareness, dialogue and negotiation skills for grassroots trade union executive committees. The Provincial Federation of Labor directs the grassroots trade union to proactively coordinate with relevant agencies to strengthen inspection and examination of the implementation of labor laws as well as negotiation, signing and implementation of collective labor agreements in enterprises.
Connecting workers and businesses
At Tien Phong Thai Binh Company Limited (Hong An Commune, Hung Ha District), there are currently 1,680 union members and employees. Recognizing the importance of negotiating and signing the Collective Labor Agreement, in recent years, the Company's Trade Union Executive Committee has promoted its representative role, proactively negotiated, and advised the company's leaders on issues related to the rights and obligations of business owners with employees.
Up to now, the collective labor agreement of Tien Phong Thai Binh Company Limited has been amended and supplemented twice with many provisions more beneficial to union members and employees such as rewarding initiatives and diligence; arranging free shuttle buses for union members and employees who have to work more than 8km; in addition to daily meal allowance, each union member and employee will be supported with an additional 20,000 VND/working day...
“According to regulations, we will periodically collect opinions from union members and employees through suggestion boxes placed in factories and canteens. Then, we will synthesize and, based on legal regulations related to employees, unify the content of the opinions to advise the company's leaders to amend and supplement the collective labor agreement. After signing the collective labor agreement, we will publicly announce the agreement to all union members and employees.
