The Mobilization Committee reported on the propaganda, mobilization, reception, and collection of applications from cadres, teachers, and employees who voluntarily applied to join the Trade Union organization, and at the same time requested the Ba Dinh District Labor Federation to support and facilitate the organization of the Congress to establish the grassroots Trade Union. The Congress was successful.

Up to now, the District Labor Federation has mobilized 15 new units to establish grassroots unions with more than 1,600 union members, and mobilized more than 2,400 workers at units that have established grassroots unions to join the union organization. Currently, the number of grassroots unions directly managed by the District Labor Federation has increased to 503 grassroots unions with 26,882 union members.
