Hanoi - The city will continue to propose research to adjust the regional minimum wage to suit the minimum living standard and development conditions of the Capital.

On the afternoon of May 29, the Conference of the Chairman of the City People's Committee will meet and dialogue with workers in the Capital in 2026. This is one of the activities organized during Workers' Month.

To prepare for the successful organization of the Conference of the Chairman of the City People's Committee meeting and dialogue with workers in the Capital in 2026, in nearly 2 months, the City Labor Federation has issued questionnaires to collect opinions and recommendations from workers through grassroots trade unions. As a result, the Conference Organizing Committee received over 600 opinions and recommendations sent from delegates of workers and grassroots trade unions.

Through summarizing the opinions and recommendations of delegates, workers have opinions and proposals to the City and relevant departments and branches, focusing on the following groups of issues: Group of issues on social security, housing and workers' lives; Group of issues on health, health care, social insurance, health insurance and food safety; Group of issues on employment, training, fostering and improving skills for workers; Group of issues on order, security, social safety; Group of issues on supporting businesses and production development.

The opinions and recommendations of workers on 5 groups of issues as above, the City Labor Federation has summarized and proposed to the People's Committee and departments, agencies, and branches of the City to consider and resolve.

The recommendations and proposals of the Capital Trade Union organization and workers have received attention, support, and timely resolution from the People's Committee and departments, agencies, and branches of the City.

Simplifying procedures for extending the lease of worker housing in Thien Loc commune

In which, regarding the proposal to consider policies to support and simplify procedures for extending the lease of worker housing in Thien Loc commune, the Hanoi Department of Construction replied: Subjects entitled to social housing support policies at Thien Loc Worker Housing Area are implemented according to the provisions of Clause 6, Article 76 of the 2023 Housing Law, including: "Workers and employees working at enterprises, cooperatives, unions of cooperatives inside and outside industrial parks"; Resolution No. 201/2025/QH15 (effective from June 1, 2025) on piloting a number of specific mechanisms and policies for social housing development.

Based on the above regulations, the Department of Construction has Official Dispatch No. 8403/SXD-QLN dated April 21, 2026 guiding the composition of dossiers for hiring worker housing for enterprises. On May 26, 2026, the Hanoi Department of Construction issued Decision No. 877/QD-SXD approving the list of workers and employees of Canon Vietnam Co., Ltd. to continue to rent social housing in the worker housing area, Thien Loc commune, Hanoi City.

Continue to propose research to adjust the regional minimum wage to suit the conditions of the Capital

In the group of social security, housing and workers' lives issues, there is also a proposal for City leaders to consider and propose to competent authorities on adjusting to increase the regional minimum wage annually or building a separate mechanism suitable to the city's economic situation, ensuring minimum living standards and gradually increasing income for workers.

Regarding this request from workers, the Department of Home Affairs replied: The regional minimum wage is regulated by the Government based on the recommendations of the National Wage Council and uniformly applied according to each economic region.

In the coming time, Hanoi City will continue to propose to the Government, the Ministry of Home Affairs and relevant agencies to study adjusting the regional minimum wage level in accordance with the growth rate of the consumer price index, minimum living standard and socio-economic development conditions of the Capital; Propose to consider a mechanism to determine the minimum wage level in the direction of ensuring harmony of interests between workers and businesses, gradually improving life and increasing income for workers; Strengthen solutions to support workers in housing, health, education, social security, and care for welfare to reduce the pressure of living expenses; Promote inspection and examination of the implementation of salary policies, social insurance and regimes for workers at enterprises.

In addition, the City also encourages businesses to base on the production and business situation, labor productivity and financial capacity to proactively build salary scales and tables according to the provisions of Clause 1, Article 93 and Clause 1, Article 95 of the Labor Code and adjust salaries higher than the regional minimum level according to regulations, contributing to retaining workers, stabilizing labor relations and developing sustainable production...

At the 2025 dialogue conference, more than 500 written recommendations and 36 direct opinions were sent to leaders with 4 major groups of issues: Social housing, schools for workers' children; Social insurance, food safety; Vocational training, job creation; Supporting businesses to develop production. As a result, the Chairman of the City People's Committee directed relevant departments, agencies, and sectors to promptly implement the proposals and recommendations of workers. Specifically for the issue of investment in construction and renovation of schools, the rate of public schools meeting national standards reached about 80.6%. The Department of Education and Training has advised the City to prioritize resources for education, ensuring the goal of increasing the rate of standard schools to 85-90% by 2030; the progress of implementing workers' housing and social housing projects in some industrial parks is still not commensurate with actual needs (47% of surveyed workers have a need to buy social housing).
