The official dispatch stated that Easter is an important ceremony for Christians, including Catholics and Protestants.
This year, the Easter season starts from the Awakening Night on Holy Saturday (April 4) and ends on the Epiphany of the Holy Spirit (May 24), the main ceremony takes place on April 5, 2026.
Because Easter this year takes place near the time of the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term, the Department of Ethnic Minorities and Religion of Bac Ninh province requests the People's Committees of communes and wards to proactively deploy state management of religion, ensuring to meet the legitimate and legal religious needs of Catholic and Protestant compatriots in the area.
Accordingly, localities need to proactively grasp the needs of organizing Easter Mass of Catholic religious establishments; guide the heads of religious establishments to develop plans to organize solemn and safe ceremonies, ensuring security and order and in accordance with the law on beliefs and religions.
At the same time, strengthen propaganda and mobilization of dignitaries, officials, Catholic and Protestant followers to actively participate in the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term; promptly grasp, resolve or propose to competent authorities to resolve the legitimate and lawful aspirations of voters and candidates who are dignitaries, officials, religious followers, ensuring to create favorable conditions for exercising citizens' rights and obligations on election day.
For places of religious activities at home that have not been registered for concentrated religious activities by the government but in reality there are still religious activities, if there is a need to organize ceremonies, the local government needs to guide and mobilize believers to organize rituals to ensure safety, purely religious at the family's activity place, not gathering crowds.
In localities with believers who are foreigners following Catholicism and Protestantism who are legally residing, if they have religious activities during Easter, local authorities guide them to participate in the ceremony with Vietnamese believers at places of worship that have been licensed by the State to operate.
In addition, localities organize visits and congratulations to dignitaries, officials, and typical followers of Catholicism on the occasion of Easter 2026; and at the same time inspect and grasp the organization of ceremonies at Catholic religious establishments and Protestant activity points.
In the process of implementation, if complex issues arise, it is necessary to promptly report and seek instructions from competent authorities.
After Easter, localities report on the operational situation and state management of related activities in the locality in writing to the Department of Ethnic Minorities and Religions (Religious Affairs Department) before April 8, 2026; accompanied by a list of dignitaries, officials, religious followers in the locality elected as National Assembly deputies of the XVI term and People's Council deputies at all levels for the 2026-2031 term (if any).
