Continuing the glorious tradition of the Border Guard force
In the vast space of the sea and sky, where harsh weather conditions, the managed area spans the sea border area from Quang Ninh to Ha Tinh, Lieutenant Colonel Vu Van Hieu - Secretary of the Party Cell, Head of the Anti-Drug and Crime Team, Border Guard Flotilla 38 (Border Guard) - and his comrades are day and night continuing the glorious tradition of the Border Guard force at the forefront of waves and winds.
In the program celebrating the 96th anniversary of the founding of the Communist Party of Vietnam on the evening of February 3, Party Cell Secretary Vu Van Hieu was one of 96 outstanding Party Cell Secretaries honored.
Wearing the green uniform, with the responsibility of a Party member, a Party Cell Secretary, Lieutenant Colonel Vu Van Hieu always determines to take the lead, set an example with specific actions, maintain the fire of dedication to best complete the assigned tasks, contributing to embellishing the image of Uncle Ho's soldiers in the hearts of the people.
In the uniform of a soldier wearing a green uniform, with tanned skin from the sun and sea breeze, Lieutenant Colonel Hieu shared that when he was assigned the task of Secretary of the Party Cell from August 2022, he himself could not avoid initial confusion.
However, with a sense of responsibility, self-learning awareness, constantly improving knowledge and Party work skills, he gradually met the requirements of tasks in specific and complex working conditions. From the practice of uncompromisingly fighting against all kinds of crimes at sea, that green-uniformed soldier is considered by his comrades as the "enemy" of crime in the high seas.

In the context of a wide operating area and dispersed forces, the Party Cell still maintains Party activities in accordance with regulations. Most of the meetings are organized on land. For unexpected and urgent tasks, the Party Cell can meet or deploy content right at sea, or through appropriate forms to ensure that the resolution reaches each party member. In addition to activities at sea, the Party Cell also directs the deployment of reconnaissance forces on land, along the coastal route.
The nemesis of crime at sea
In the fight against smuggling and trade fraud activities, Lieutenant Colonel Vu Van Hieu and his teammates discovered, arrested, and handled 71 cases with 355 subjects, seizing more than 11,000 tons of coal of all kinds, more than 1 million liters of DO oil, more than 1,800m3 of sand, completing administrative penalty procedures of more than 4 billion VND, confiscating goods, and selling for sale to contribute to the state budget of more than 11.8 billion VND.
He and his teammates effectively deployed the work of fighting and preventing illegal, unreported and unregulated (IUU) seafood exploitation. Privately, Lieutenant Colonel Hieu directly participated in arresting and handling 44 cases with 246 subjects, 58 vehicles illegally fishing, and administratively fined more than 2 billion VND.
Not only resolutely in the fight against crime, Lieutenant Colonel Vu Van Hieu also directly participated in searching and rescuing 14 cases with 40 fishermen in distress at sea; supporting fishermen to overcome the consequences of natural disasters, relocating cages and watchtowers from dangerous areas with 14 turns, 452 fishermen in Quang Ninh and Hai Phong sea areas. These actions contribute to helping fishermen feel secure in going offshore, sticking to the sea, and attached to the homeland's sea and islands.
Sharing about the work of the Party Cell Secretary, Lieutenant Colonel Vu Van Hieu emphasized the requirement to always set an example with specific actions, from complying with resolutions to directly participating in task implementation.
“In harsh weather conditions, big waves, strong winds, and thick fog, I always stick to the sea, stick to the area, stick to the target, stick to the target. This creates trust, consensus and solidarity in the Party Cell, helping each party member feel secure in their work, ready to receive and complete tasks,” Lieutenant Colonel Hieu shared.
With particularly outstanding contributions, Lieutenant Colonel Vu Van Hieu was honored to be awarded the Third-class Military Exploit Order by the President; Certificate of Merit from the Minister of National Defense for outstanding achievements in the fight against smuggling, trade fraud and counterfeit goods. He also received many certificates of merit from the Chairman of Hai Phong City People's Committee, and the title of Emulation Soldier in 2024 and 2025.
The personal achievements of that Party Cell Secretary have been integrated into the collective achievements of Border Guard Flotilla 38, a unit awarded the First-class Fatherland Protection Medal and the Emulation Flag of the Ministry of National Defense for 3 consecutive years (2023-2025), being one of the strong and typical units of the Border Guard force.
