Maintaining a bright - green - clean - sustainable living environment
In order to respond to the general environmental sanitation launching ceremony in communes and wards in Hanoi, this morning (September 2), Ms. Bui Thi Minh Hoai - Politburo member, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hanoi - participated in cleaning up the environment on the streets, collecting garbage, and pruning trees in residential group 13, Xuan Dinh ward.
Talking with officials and people of Xuan Dinh ward, Secretary of the City Party Committee Bui Thi Minh Hoai emphasized that the launching ceremony is just the beginning. Ward Party committees, authorities, and the Fatherland Front need to continue to promote propaganda and mobilize people to regularly maintain environmental hygiene from their homes to the streets, along with strengthening discipline in urban order management.

The Secretary of the City Party Committee hopes that local people will be proactive, positive, and self-conscious in maintaining a bright - green - clean - beautiful living environment in a sustainable way. This is a practical action, demonstrating the sense of responsibility of each person in contributing to beautifying the capital, welcoming the 80th Anniversary of the August Revolution and National Day on September 2.
Directive No. 44-CT/TU dated July 24, 2025 of the Standing Committee of the Hanoi Party Committee on strengthening leadership and direction of environmental sanitation and urban order management in the city has emphasized the need to mobilize the comprehensive participation of the entire political system, especially at all levels. Accordingly, each commune and ward must establish a Steering Committee for Environmental Sanitation and Urban Order headed by the Party Committee Secretary, periodically organizes general cleaning every week, maintaining the "Green weekend" movement.
In addition, localities need to establish community environmental sanitation teams in each residential group and hamlet led by the Head of the Residential Group or the Head of the Village; consider this an "extended arm" in mobilizing people to maintain hygiene in their home.
A new highlight in this Directive is the promotion of Mechanization, automation, and digitalization of environmental sanitation. Hanoi will deploy the installation of surveillance camera systems at "black spots" of waste, while building a database to serve transparent and efficient management and operation.
126 communes and wards of Hanoi launch general environmental sanitation campaign
Also on the morning of August 2, Hanoi City launched a general environmental sanitation campaign with the message "Hanoi is bright - green - clean - beautiful", in 126 communes and wards.
The activity is part of the plan to implement Directive No. 44-CT/TU dated July 24, 2025 of the Standing Committee of the Hanoi Party Committee on strengthening leadership and direction in environmental sanitation and urban order. This is also a practical activity to celebrate the 80th anniversary of the August Revolution (August 19) and National Day (September 2), towards the Party Congresses at all levels.
From 7am to 9am on the same day, localities simultaneously launched a general cleaning campaign, launched a movement to protect the environment, beautify the urban area, and build the image of a civilized, modern, and disciplined capital. The launching ceremony aims to spread awareness of environmental sanitation among cadres, party members and people; mobilize the participation of the entire political system and community.
Speaking at the ceremony, Chairman of the Hanoi People's Committee Tran Sy Thanh said that in recent times, the city has recorded positive changes in environmental sanitation and urban beautification. Many roads and neighborhoods have become clean and airy; people's awareness has been gradually raised. However, there are still cases of littering, encroachment on sidewalks and roads, illegal plowing, and pollution of inner-city rivers that have not been completely handled.

"We cannot let the situation of littering, discharging waste into rivers and lakes, burning waste causing air pollution continue, affecting the living environment and public health. The city needs to implement more synchronous, continuous and drastic solutions, Mr. Tran Sy Thanh emphasized.
In Cau Giay ward, many people actively participated in the launching ceremony. Chairman of Ngo Ngoc Phuong Ward People's Committee said that with a population of more than 74,500 people and a rapid urbanization rate, the ward is facing many challenges in terms of infrastructure, order management and environment. Therefore, the launching ceremony is not only a highlight activity but also a starting point for a regular emulation movement, to raise awareness and responsibility of each citizen in preserving the urban landscape.
According to Mr. Phuong, Cau Giay ward will promote the building of a civilized lifestyle, assigning specific responsibilities to each residential group and residential area in maintaining environmental sanitation.
Directive No. 44-CT/TU requires each commune and ward to establish a Steering Committee for Environmental Sanitation and Urban Order, headed by the Party Secretary; deploy the "Green Week" movement, maintain regular general cleaning. At the same time, organize community cleaning groups in hamlets and residential groups with the guidance of Village Heads or Residential Heads, to increase self-management and promote the role of supervision in the community.
A new point in this directive is to promote the application of technology in environmental sanitation. The city will install cameras at waste black spots, build a digital database to serve more transparent and efficient management and operation.
