In the afternoon of 4.6, the XVIII Hanoi Party Committee of the Party Congress held a discussion conference and completed the draft political report to submit to the Congress. According to Mr. Tran Thanh Ha-Chief of Office of the City Party Committee, Head of the Assistant Section of the Editorial team-this draft has updated the new direction of the Central Government, the spirit of Directive 45-CT/TU of the Politburo and practical in districts and towns.
The draft is about 40 pages long, with the theme: "Promoting the spirit of Thang Long - Hanoi, the thousand-year tradition of culture and heroism; innovation, breakthroughs in development; building a clean, strong, exemplary Party Committee and political system, united to strive for the capital to be civilized, civilized, modern, happy, and steadfast in the era of national growth".
The Draft Outline consists of 3 main parts: Assessing the results of implementing the Resolution of the 17th Congress and achievements after 40 years of renovation; viewpoints, goals, main tasks and breakthroughs in the new period; Group of key solutions.
The draft sets out 5 guiding viewpoints, 3 breakthroughs, 5 major task groups and identifies 5 priority areas including: Investment in transport infrastructure; culture - education; digital technology industry and environmental protection; removing obstacles in project implementation; attracting investment in high-tech parks. Along with that are 7 major groups of solutions, with 34 specific solutions.
Speaking at the Conference, Mr. Nguyen Doan Toan - Head of the Propaganda Department and the City Party Committee - highly appreciated the third draft, said that it has integrated new directions, reflecting the spirit of reform of the apparatus, following the "quartet of resolutions" important from the beginning of 2025.
Chairman of the Hanoi People's Council Nguyen Ngoc Tuan emphasized that all data in the Draft must be strictly checked. Major projects mentioned in the main documents or appendices must be feasible, avoiding the situation of stating them and then "let there be".
Concluding the conference, Hanoi Party Committee Secretary Bui Thi Minh Hoai affirmed: The document, especially the political report, is the central content of the Congress, playing an important orientation role. She acknowledged the efforts of the document subcommittee and editor in the objective, full and advantage assessment of the previous term.
The Hanoi Secretary noted: The Report's theme needs to be concise, easy to understand, easy to implement, clearly reflecting the requirements for innovation and breakthroughs. Departments and branches need to propose targets and tasks that closely follow the Central orientation and city practices. "The assigned targets must be implemented, not just given to say," she emphasized.
The Secretary of the Party Committee also pointed out that the focus of the new term is clearly identifying the "focus of the focus and breakthrough of breakthroughs", which takes the transformation as a driving force for growth. The city needs to focus on handling pollution, improving air quality, renovating the inner city river, developing parks and flower gardens according to the green model. At the same time, there must be specific solutions on food safety and people's health care.
Ms. Bui Thi Minh Hoai requested: Documents need to create a new wind, inspire, attract the cooperation of the entire people in carrying out the tasks of developing the capital in a civilized, modern and sustainable manner.
