On June 19, the Standing Committee of the Hanoi Party Committee held an online conference on professional training for city officials and civil servants, preparing to operate the two-level local government model.
Speaking at the conference, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong emphasized: 126 new communes and wards after the administrative reorganization are all considered to come from the same point, so there will be fierce competition and emulation in the process of construction and development. This is an important opportunity for the team of cadres and civil servants to demonstrate their capacity, promote their strengths, and enhance their sense of responsibility for their work.
"Units that have had traditions may fall behind if they do not continue to make efforts. success or failure depends largely on the responsibility of the team, especially the Secretary and Chairman in 126 new wards and communes", comrade Nguyen Van Phong emphasized.
He also noted that Hanoi has more favorable conditions than many other localities, due to not merging provinces and cities; human resources and facilities are also highly appreciated. However, if there are no innovations and efforts, the city will have difficulty maintaining its leading position in the country in many fields, in the context of increasingly high demand from people and businesses.
"This is not only a working task, but also an opportunity to demonstrate the capacity and prestige of each locality," noted the Standing Deputy Secretary of the City Party Committee.

Mr. Nguyen Van Phong requested localities to assign and arrange cadres and civil servants scientifically; develop specific work plans by day, week, and month immediately after the new apparatus comes into operation. Collectives and individuals must wholeheartedly devote themselves to their tasks, have appropriate working methods, be proactive and flexible in approaching new work.
He also suggested that each cadre, civil servant and public employee should proactively self-study and research to improve their capacity. In particular, it is advisable to equip a supporting tool, the AI application, to access information effectively and serve work more intelligently.
At the conference, Director of the Hanoi Department of Home Affairs Tran Dinh Canh presented a training topic related to state management, organizational structure, decentralization, and delegation of power in the two-level local government model.
He said that despite the large workload, implemented in the conditions of "both working and completing", the entire City's Department of Home Affairs has made the highest efforts, closely advising the Central agencies and the City Party Committee. Up to now, after nearly 4 months since Conclusion No. 127-KL/TU (February 28, 2025), Hanoi has basically had a full legal framework for the new government model.
On the afternoon of June 16, the Standing Committee of the City Party Committee gave its opinion on the plan to organize the commune-level apparatus, and it is expected that the Standing Committee of the City Party Committee will approve the final plan on June 19.
Also within the framework of the conference, Deputy Chief of Office of the City People's Committee Nguyen Manh Quan guided the operation of the Document Management and Operation System software; Deputy Director of the Public Administration Service Center Hoang Van Bang presented the implementation of the Information System for handling administrative procedures at the commune and ward levels according to the new model, and introduced the processing of feedback from people and businesses via the iHanoi application.
