Digital transformation, international integration
Entering a new stage of development, Vietnam is facing historic opportunities and fortunes. The consistent guiding ideology is to build a rich and prosperous country, rising to the level of the times. The Politburo has issued many key Resolutions to orient the development era, including Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation affirming that science, technology, innovation and digital transformation are important drivers of rapid and sustainable growth.
According to Dr. Ta Van Sy - former Director of the Front's Center for Cadre Training and Scientific Research, in the context of the country implementing its development aspirations, the responsibility of the Vietnam Fatherland Front is increasingly heavy and huge. The first responsibility is to innovate the content and methods of operation to meet new requirements, adapt to the digital transformation process, international integration and restructuring the organization and apparatus.
Dr. Ta Van Sy proposed implementation methods, including building a "Digital Front", including an "Online comments/ideas portal" integrated with electronic identification, allowing voting for consultation, monitoring and handling recommendations in real time; "People's initiative bank" for people to give advice to the government (priority on the theme of green transformation, digital economy, digital security); digital social consensus map (perceptualizing hot spots/ conflict of interests to promptly "heat up" with early dialogue. Along with that, establish a " coruan accompanying network" ( "ambassador donations" in each field) to connect knowledge, social capital, and foreign communication - increase international consensus and sympathy for Vietnam's development path.
"In the era of national growth, the Vietnam Fatherland Front must truly be a place where the will and aspirations of the people converge, a bridge between the Party, the State and the people, where all voices of the people are listened to and respected. This is not only a political requirement, but also a method to ensure the stability and sustainable development of the country. The Vietnam Fatherland Front must highly promote its core role in implementing democracy and creating social consensus. The content and methods of operation do not stop at the traditional framework, but must be associated with institutional innovation, digital transformation, international integration, private economic development and organizational arrangement. Only then can the Front deserve the trust of the Party, State and people, contributing to realizing the goal of Vietnam becoming a developed country with high income by 2045" - Dr. Ta Van Sy said.
According to the Committee for Democracy, Supervision and Social Debate (Agency of the Central Committee of the Vietnam Fatherland Front), in order to promote the core role of the Vietnam Fatherland Front, one of the contents of innovating the methods of operation of the Front is to innovate the method: Applying information technology, digital transformation in the activities of the Front; building digital platforms to receive opinions and recommendations from the people quickly and transparently.
Digital transformation must be considered a breakthrough in implementing tasks
From practical requirements, in recent times, the Vietnam Fatherland Front system at all levels has focused on implementing digital transformation tasks in activities to innovate, create comprehensive, strong, and substantial changes, improve quality in leadership methods, direction, working style, working style and improve efficiency, reduce time to handle work of cadres, civil servants, and public employees at all levels, making an important contribution to reforming administrative procedures in the Vietnam Fatherland Front system.
Along with that, the Vietnam Fatherland Front at all levels is perfecting institutions, organizing digital infrastructure, a comprehensive, synchronous and modern digital platform; enhancing capacity, restructuring technical infrastructure and organizing, developing information and data systems according to a unified, centrally-focused architecture, applying digital technology to innovate business processes; enhancing connection, integrating, sharing information and data, actively and effectively supporting consultation, service and leadership, direction and operation in the Vietnam Fatherland Front system at all levels from the Central to the grassroots level.
At the same time, promote the connection and sharing of data between the Vietnam Fatherland Front, socio-political organizations with Party agencies and State agencies; perfect the organization and resources for implementing digital transformation in the Vietnam Fatherland Front system at all levels to meet the requirements of tasks; at the same time ensure safety, security, confidentiality and information authentication according to the provisions of law; in accordance with and similar to the National Digital Transformation Program.
Ms. Nguyen Thi Thu Ha - Member of the Party Central Committee - Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front said that digital transformation is a major and consistent policy of the Party and State, an inevitable path, a driving force of the development process, a mandatory requirement for the entire political system, a personal and urgent requirement for the Vietnam Fatherland Front. The Front cannot stand outside.
Vice President - General Secretary Nguyen Thi Thu Ha emphasized the important role of digital transformation activities, considering this one of the breakthroughs in implementing tasks. Vice President - General Secretary Nguyen Thi Thu Ha also suggested that departments and units in the Central Committee of the Vietnam Fatherland Front and socio-political organizations must consider digital transformation as a professional task, an important political task, a breakthrough in the work of the Front in the coming time; focus on implementing the operational management system, information system, shared database of the Vietnam Fatherland Front and socio-political organizations, ensuring smooth operation from the central to local levels.
Vice President - General Secretary Nguyen Thi Thu Ha hopes that each Front cadre needs to be highly unified in awareness and determination in action, considering digital transformation as a top priority, a key political task, a measure of capacity and innovation of each organization and individual. Ms. Nguyen Thi Thu Ha also noted that in digital transformation, the human factor is very important, each Front cadre needs to promote readiness, determination, and get to work immediately. "Digital transformation is an important task, although there are many difficulties and many tasks to do, we must be determined, try and start right away, we cannot stand outside, we must consider this as a top priority," said Ms. Nguyen Thi Thu Ha.
