Attending the meeting were Comrade Nguyen Trong Nghia - Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission; Comrades of the Party Central Committee: Nguyen Duc Hai - Vice Chairman of the National Assembly; Tran Van Ron - Permanent Deputy Head of the Central Inspection Commission; Do Trong Hung - Deputy Head of the Central Organizing Committee; Lam Thi Phuong Thanh - Deputy Chief of the Standing Office of the Party Central Committee Office; Bui Van Nghiem - Deputy Head of the Central Internal Affairs Commission; Ngo Dong Hai - Deputy Head of the Central Propaganda and Mass Mobilization Commission; Le Thi Thuy - Deputy Secretary of the Government Party Committee.
On the side of the Party Committee of the Fatherland Front (VFF), the Central organizations include Comrade Do Van Chien - Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Vietnam Fatherland Front, Central organizations; Comrade Ha Thi Khiet - former Secretary of the Party Central Committee of the Vietnam Fatherland Front, former Head of the Central Committee for Mass Mobilization, non-professional Vice President of the Central Committee of the Vietnam Fatherland Front; Comrade Nguyen Thi Doan - former Vice President of the Vietnam Fatherland Front, non-professional Vice President of the Central Committee of the Vietnam Fatherland Front; Comrade Nguyen Thi Thu Ha - Member of the Party Central Committee, Permanent Deputy Secretary of the Party Committee of the Vietnam Fatherland Front, Central organizations, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front.
Comrade Nguyen Dinh Khang - Member of the Party Central Committee, Party Committee Secretary, President of the Vietnam General Confederation of Labor attended the meeting.
At the meeting, Comrade Do Trong Hung, Deputy Head of the Central Organizing Committee, announced the Politburo's decision on the functions, tasks, and organizational structure of the Central Committee of the Vietnam Fatherland Front.
Decision No. 304-QD/TW on the functions, tasks, and organizational structure of the Central Committee of the Vietnam Fatherland Front shall take effect from July 1, 2025.
According to the decision, regarding the organization of the apparatus:
1. The Standing Committee of the Central Committee of the Vietnam Fatherland Front (including Chairman, Vice Chairman - General Secretary, full-time Vice Chairmen) plays a comprehensive role in leading and directing the orientation of activities, management of the apparatus, personnel organization, asset and financial management and is responsible to the Party Central Committee, Politburo, Secretariat, Party Committee of the Fatherland Front, and Central organizations for all activities of the Central Committee of the Vietnam Fatherland Front.
The Chairman of the Central Committee of the Vietnam Fatherland Front is the Head of the Agency; the Vice Chairman - General Secretary of the Central Committee of the Vietnam Fatherland Front is the Permanent Deputy Head of the Agency; the Vice Chairmen of the Central Committee of the Vietnam Fatherland Front are the Chairmen of the Vietnam General Confederation of Labor, the Chairmen of the Central Committee of the Vietnam Farmers' Union, the Chairmen of the Central Committee of the Vietnam Women's Union, the First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, the Chairmen of the Vietnam Veterans' Association are the Deputy Heads of the Agency.
Regarding the organizational structure:
a) General advisory and supporting departments and units include: Office; Organizing and Inspection Department; Committee for Democracy, Supervision and Social Criticism; Social Work Department; Propaganda Department; Ethnic and Religious Affairs Department; People's External Relations Department; Mass Association Working Department; Department of Finance - Planning.
b) The public service units include: Institute for Training and fostering cadres and Scientific Research; Museum of the Vietnam Fatherland Front; Dai Doan Dai Newspaper
c) Standing Committees, advisory boards, service units and public service units of socio-political organizations
(1) The Standing Committees of socio-political organizations include: the President and Vice Presidents, for the Central Committee of the Ho Chi Minh Communist Youth Union as the First Secretary and the Secretaries of the Central Youth Union.
(2) Advisory and supporting committees, public service units of socio-political organizations that are units under the Standing Committee of the Central Committee of the Vietnam Fatherland Front ( decided to be established by the Standing Committee of the Central Committee of the Vietnam Fatherland Front, regulating functions, tasks, and internal organizational structure) advise and assist the Committee, the Presidium, the Standing Committee of the Central Committee of the Vietnam Fatherland Front and the Standing Committee, the Standing Committee, the Executive Committee of socio-political organizations; manage the use of the seal and account of the organization, which is the unit using the budget and budget estimate under the Central Committee of the Vietnam Fatherland Front (level 1 and 1 budget estimate unit); include:
- For the Vietnam General Confederation of Labor: Trade Union Working Committee, Labor Relations Department, Institute of Occupational Safety and Hygiene Science, Project Management Board, Lao Dong Newspaper, public service units under the Vietnam General Confederation of Labor according to the decentralization of management and ownership (or representative owners) of trade union organizations at enterprises with capital contributed from trade union financial resources according to the provisions of law.
