On the afternoon of June 24, at the Forum "Vietnamese Youth pioneers in developing science and technology, innovation and digital transformation" within the framework of the 13th National Congress of the Ho Chi Minh Communist Youth Union, term 2026 - 2031, Ms. Dang Thi My Lanh - Deputy Head of the Youth Union and Youth Affairs Committee, Vietnam Fatherland Front Agency of Dong Nai province emphasized that the Youth Union organization needs to continue to improve the digital capacity for the Youth Union cadres in the coming time.
According to Ms. Lanh, this is the force directly organizing and deploying movements and activities at the grassroots level; and at the same time is an important factor determining the effectiveness of digital transformation in Youth Union work.
Therefore, improving digital capacity should not only stop at popular training classes, but should be designed in a specialized, regular direction, with inspection, evaluation and certificate of completion.
Ms. Lanh proposed that the Central Youth Union study and develop compulsory online training programs on digital capacity for Youth Union officials.
Each official can proactively study and update knowledge through online platforms, but needs to complete the modules as required to meet the working standards in the new situation.
The training content needs to focus on skills in applying technology to serve propaganda, union member management, movement organization, data exploitation, ensuring information security and using artificial intelligence in work.
According to Ms. Lanh, this requirement becomes even more urgent when the workload of Youth Union officials is currently very large, especially at the commune and ward levels. A Youth Union official may have to undertake a workload equivalent to many previous positions.
Therefore, digital capacity is not only a supplementary skill, but must become a tool to help Youth Union officials improve productivity, innovate operating methods and better meet the requirements of youth and children.
However, the digital capacity assessment of Youth Union officials should not be applied widely and mechanically, but needs to be stratified according to the actual conditions of each region and area. For example, the criteria for Youth Union officials in urban, rural, mountainous, and border areas need to have appropriate scales, both ensuring common requirements and close to the conditions of implementation at the grassroots level.
In addition, Youth Union officials must have a spirit of continuous learning and regular updates.
Today's AI tools may still be suitable, but tomorrow they can be replaced by new platforms that are faster and more effective. Therefore, digital capacity training for Youth Union officials needs to be considered a long-term, continuous process, not a task to do once and then stop.
