On March 14, Dien Bien Provincial Police said that the Provincial Police detention center and sub-prisons had 321 voters who were temporarily detained and temporarily imprisoned and qualified to participate in the election, and were arranged with 7 polling stations in the detention area.
Voter lists are reviewed, compiled and publicly posted by prison officials in coordination with local election teams according to the correct procedures, ensuring accuracy and preventing omissions or duplication.
In a meeting at the detention area, prison guards directly disseminate regulations on elections to those who are temporarily detained or imprisoned.
Lieutenant Colonel Pham Ha Long - Head of the detention center management team of Dien Bien Provincial Police said: "We have proactively reviewed and made voter lists early, and at the same time organized propaganda and dissemination of the Election Law to each prison cell. The goal is to make each person being temporarily detained and temporarily imprisoned understand their rights and obligations, thereby participating in the election seriously and in accordance with regulations.

For many people being temporarily detained and imprisoned, participating in elections is also a special experience.
Mr. L.V. T., a person being detained, said: "Initially, I didn't think I would still be able to participate in the election. When explained by prison officials, I understood that this is a citizen's right. I will carefully study the list of candidates to choose the right person.
On election day, the Provincial Police Detention Center will coordinate with local election teams to organize auxiliary ballot boxes at 7 polling stations in the detention area of the Detention Center and sub-prisons for voters to exercise their voting rights.
The arrangement of polling areas, service forces and security and safety assurance plans are built strictly, both creating favorable conditions for voters to vote and ensuring discipline and order in detention facilities.
Lieutenant Colonel Nguyen Lai Binh - Inspector of the Detention Center of Dien Bien Provincial Police added: "The unit determines that ensuring the right to vote for temporarily detained and imprisoned people is an important task. Therefore, all preparations are seriously implemented, from reviewing voter lists, propagating the Election Law to developing plans to protect security and order on election day.
