According to Instruction No. 03/HD-MTTW-BTT issued by the Standing Committee of the Central Committee of the Vietnam Fatherland Front, the standards and conditions for full-time staff participating in the Committee and the Standing Committee for the 2025-2030 term are stipulated as follows:
- The selection and introduction of personnel to join the new Standing Committee must ensure the comprehensive leadership of the Party Committee according to the decentralization of cadre management, with reasonable numbers and structures, in accordance with the specific conditions of the locality.
- Specialized cadres participating in the new term of the Committee and Standing Committee must ensure the standards of cadres according to the Party's regulations and the State's regulations on personnel work, in accordance with the situation and characteristics of the locality and to meet the requirements of the Front's tasks in the new situation.
- For personnel of the Chairman and Vice Chairman of the Vietnam Fatherland Front Committee at the provincial and commune levels, implement according to Directive No. 48-CT/TW, dated June 24, 2025 of the Secretariat.
- Regarding the age of personnel participating in the Standing Committee (Chairman, Vice Chairman) for the new term: Implemented according to the age calculation method of the Party Congress at the same level (in Appendix No. 2, Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo), ensuring the regulation that comrades who first join the Standing Committee must be of working age and must have completed at least 1 term (60 months) at the time of the congress. The personnel recommended for reappointment to the Party Committee or the Fatherland Front must have at least 36 months of working time remaining at the time of the Vietnam Fatherland Front congress at each level.
For comrades who are not old enough to be re-elected, implement the regime and policies according to the Party's guidelines and current State policies.
Appendix No. 2, Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo stipulates the age calculation of the Party Congresses of communes, wards and special zones under the provincial level for comrades who first join the Party Committee as follows: Male students born from July 1968, female students born from March 1972 onwards (in case female cadres are allowed to retire at the age of 60 according to the provisions of law, they must be born from July 1970 onwards).
For comrades recommended for re-election to the Party Committee: Male students born from July 1967, female students born from July 1975 onwards (in case female cadres are allowed to retire at the age of 60 according to the provisions of law, they will be born from July 1969, onwards).
