Building a generation of "digital farmers" in the new era

According to Deputy Minister of Agriculture and Environment Hoang Trung, it is necessary to innovate propaganda, mobilization, and education, contributing to forming a new generation of farmers, "numbered farmers" to meet the development requirements of the country.

On June 8, the IX National Congress of the Vietnam Farmers' Union, term 2026 - 2031, solemnly opened, with 600 outstanding delegates, representing nearly 10 million officials, members, and farmers nationwide attending the Congress, with the spirit of "Solidarity - Democracy - Breakthrough - Cooperation - Development".

At the Congress, Deputy Minister of Agriculture and Environment Hoang Trung presented a paper: "Promoting the role of farmers as the subjects in developing ecological agriculture and modern rural areas; promoting digital transformation, green transformation and building a new generation of farmers to meet the development requirements of the country in the new era".

Deputy Minister Hoang Trung said that the Resolution of the 14th Party Congress has identified science and technology, innovation, digital transformation, green transformation and the development of high-quality human resources as the main drivers for growth in the new development stage of the country. For the Agriculture and Environment sector, this is not only a development orientation but also an urgent requirement to improve the productivity, quality, efficiency and competitiveness of Vietnamese agriculture. In that context, farmers are not only beneficiaries but must truly become the center, subject and driving force of the transformation process.

Therefore, promoting the subjective role of farmers must be identified as a strategic task for the development of the Agriculture and Environment sector in the coming period.

Farmers need to be promoted in 4 contents: Agricultural economic development and growth model transformation; application of science and technology and innovation; collective economic development, agricultural digital transformation, building digital rural communities; linking value chains associated with green transformation, circular economy development and environmental protection; building rural culture and community development.

On that basis, the Deputy Minister of Agriculture and Environment proposed a number of key contents:

First, continue to improve institutions and policies for agricultural, farmer and rural development in a modern and synchronous direction, creating favorable conditions for farmers to participate more deeply in the development process; focus on developing the collective economy and private economy in agriculture; promote land accumulation and concentration; develop large-scale raw material areas; create conditions for farmers to have more favorable access to land, credit, science and technology and markets. At the same time, continue to improve policies to support digital transformation, green transformation, organic agriculture development, circular agriculture, low emissions; gradually form mechanisms to encourage people to participate in the carbon credit market and green economic models in agriculture.

Second, prioritize investment in developing rural human resources, considering this as a long-term strategic task. In the coming period, it is necessary to strongly shift from production support to supporting the capacity building of producers; from input support to investment in knowledge, skills and innovation for farmers.

Continue to have solutions to build and form a team of professional farmers with qualifications and ability to adapt to rapid changes in the market and technology. In particular, it is necessary to pay attention to discovering, nurturing, and creating a favorable environment to attract young intellectuals, youth, and high-quality labor to participate in agricultural development.

Third, continue to enhance the role of the Vietnam Farmers' Union in the new period. With the position of a socio-political organization of the farmer class, the Vietnam Farmers' Union needs to continue to strongly innovate its content and methods of operation; truly become a center to support farmers in developing production, business, digital transformation, green transformation and international integration. The Union needs to better promote its representative role, care for and protect the legitimate and lawful rights and interests of members; be an effective bridge between farmers and the Party, State, businesses, scientists and social organizations.

At the same time, promote the implementation of patriotic emulation movements, programs to support collective economic development, agricultural start-ups, new rural construction and environmental protection; strengthen and innovate propaganda, mobilization, and education to promote the tradition of diligence, creativity, self-reliance, and the aspiration to rise up to get rich legitimately of farmer members, contributing to forming a new generation of farmers, "numbered farmers" to meet the development requirements of the country and promote the good cultural values of Vietnamese rural areas in the new era.
