On the afternoon of June 19, at the Military Command (CHQS) of An Giang province, the Emulation Cluster of Military Commands of 5 provinces and cities under Military Region 9 organized a preliminary conference on emulation, commendation and the "Determined to Win" emulation movement in the first 6 months of 2026.
Attending the conference were Lieutenant General Ho Van Thai, Secretary of the Party Committee, Political Commissar of Military Region 9, Chairman of the Emulation and Commendation Council of the Armed Forces of Military Region 9; Mr. Nguyen Thanh Phong, Standing Vice Chairman of An Giang Provincial People's Committee; Colonel Duong Cong Sang, Head of Political Department of Military Region 9; leaders of Military Commands of An Giang, Dong Thap, Vinh Long, Ca Mau provinces and Can Tho city.
In the first 6 months of 2026, with the theme "Solidarity, discipline, breakthrough, creativity, Determination to Win", the Military Commands of 5 provinces and cities have synchronously and comprehensively deployed emulation and commendation work and the "Determined to Win" emulation movement, successfully completing local military and defense tasks. Units strictly maintain combat readiness, proactively advise Party committees and local authorities to effectively implement national defense and military tasks; build strong militia and self-defense forces, reserve mobilization; complete 100% of military recruitment targets; promote digital transformation, military administrative reform and effectively implement policy work, mass mobilization, and social security.

Notably, units in the Cluster successfully organized the 2026 Military-Civilian Tet program with a total budget of over 531 billion VND; collected 248 sets of remains of martyrs at home and abroad; effectively implemented mass mobilization models, social security and protection of the Party's ideological foundation. An Giang Provincial Military Command is assessed as one of the typical units in many aspects of work such as building comprehensively strong units, implementing breakthroughs in digital transformation and promoting the effectiveness of emulation models.
Speaking to direct at the conference, Lieutenant General Ho Van Thai praised the outstanding results that units in the Emulation Cluster have achieved in the past time. At the same time, he requested agencies and units to continue to thoroughly grasp and strictly implement the directives and resolutions of superiors on emulation and commendation work; link the "Determined to Win" emulation movement with the implementation of local military and defense tasks; focus on building comprehensively strong agencies and units "Exemplary and Typical"; promote digital transformation, replicate models and advanced examples; effectively implement the "500 days and nights" campaign to search, repatriate and identify the identities of martyrs' remains, contributing to the successful completion of military and defense tasks in 2026.
Emphasizing that the last 6 months of the year are a decisive stage in completing the military and defense targets for 2026, Lieutenant General Ho Van Thai requested Party committees and commanders at all levels to continue to promote the "Determined to Win" emulation movement in a practical and effective direction, creating motivation for officers and soldiers to successfully complete their tasks.

Units need to continue to thoroughly grasp and strictly implement resolutions, directives, and guidelines on emulation and commendation work; link the "Determined to Win" emulation movement with studying and following Ho Chi Minh's ideology, ethics, and style, local campaigns and emulation movements. Strengthen inspection and supervision work; promptly detect and rectify manifestations of formalism and chasing achievements; closely combine regular emulation with peak emulation and surprise.
Innovating the content, form and method of organizing emulation movements, ensuring closeness to task requirements, local characteristics, creating clear changes in building regularity, discipline compliance, training, combat readiness and other aspects of work.
